Elevator Inspector (S)
Elevator Inspector enforces provision of state and national safety codes for elevators, escalators, personnel hoists, amusement devices, tramway devices and related passenger carrying devices. The position has the condemnation authority of unsafe passenger-carrying equipment and conducts investigations of accidents where unsafe equipment or operations were involved. Work is performed under the general supervision of the Elevator and Amusement Device Inspector Supervisor and reviewed through weekly reports, observation of inspections, and in periodic conferences. Positions inspect a variety of equipment to determine its safe working condition and operation and to detect hazards or mechanical failures which would endanger passengers and repairmen. Positions consult with management and offer technical assistance concerning safety equipment and devices and methods of operation. Schedules and conducts final field inspections and issues a certificate prior to equipment being used for conveyance of passengers and periodic re-inspections to determine that equipment is being safely maintained and conforms to standards of the safety codes; types of equipment inspected include: passenger and freight elevators, wind turbine elevators, escalators, aerial passenger tramways, amusement devices, special related equipment, and workmen's hoists. Inspects elevator hoist-ways, passenger cars, machinery, moving parts and cables, safety devices and equipment, auxiliary power sources, electrical wiring, and hydraulic systems, where applicable, to determine compliance to design requirements and safety codes. Witnesses loading tests of passenger cars based on weight capacity to determine that the equipment is within the designed parameters. Points out unsafe equipment and recommends needed repairs or alterations to owners, operators, or company representatives. Observes operators of lifts and amusement devices for safe operating procedures; requires owner or his representative to replace incompetent or negligent employees. Examines blueprints and drawings of installations and equipment to determine compliance to approved construction standards and maintenance.
Demonstrated ability to accurately and precisely inspect equipment with intricate and complex systems.
Demonstrated working knowledge of the construction and operation of elevators, escalators and related equipment.
Demonstrated working knowledge of all applicable state and national safety codes for elevators, escalators and related equipment as well as amusement devices.
Demonstrated working knowledge of electrical and hydraulic systems.
The inspector must have the ability to be trained in using basic computer programs and simple word processing skills
Ability to maintain an extremely high level of visual attention and mental concentration while conducting an inspection.
Ability to work in extreme weather conditions outdoors such as high heat and humidity, cold and rainy weather, as well as high indoor temperatures in enclosed spaces.
Ability to move objects weighing 50 lbs.
Ability to walk long distances on uneven surfaces indoors and outdoors in extreme weather conditions.
Ability to work in restricted spaces with limited capacity that are not designed for continuous occupancy, e.g. an elevator pit.
Ability to ascend/descend a ladder or steps on a device.
Ability to work in an environment that may require 50-100% daily activity levels (non-stationary positions).
Ability to position self to inspect equipment to include bending, crawling, stooping, standing, lifting, and walking.
Must be able to complete tasks in a potentially noisy environment.
All NC Department of Labor Elevator Inspectors are required to be certified as a Qualified or Certified Elevator Inspector (in accordance with ASME QEl-1) from an organization granted accreditation under ISO/IEC 17024 by the ANSI National Accreditation Board (ANAB) prior to conducting independent elevator inspections. The QEI certification requires a rigorous background check and examination process, and the inspector must continue to maintain these qualifications based on the ASME QEI-1 Standard for Qualified Elevator Inspectors. If a candidate does not already have this certification when applying for a position with NCDOL, once hired, they will be given study time and two opportunities to take the QEI examination. NCDOL will pay for two examination fees. If an employee does not pass the QEI exam after two attempts, the employee will be separated from the agency. A candidate must read and sign an acknowledgement of this requirement during the interview process. Valid driver's license is required.
High school or General Educational Development (GED) diploma and four years of experience in the construction, inspection, erection, or servicing of elevators and related equipment; or an equivalent combination of education and experience. Necessary Requirement Must obtain QEI (Quality Elevator Inspector) certification within one year of employment.
