Cloud Developer & Support Specialist

Job Description and Duties

This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.

Under direction of the Information Technology Supervisor (IT Sup) II and/or Information Technology Manager (ITM) I, Chief, Informatics Data Exchange & Applications Section, the Information Technology Specialist (ITS) I functions as a high-level, advanced technical specialist providing complex analytical and programming/development services primarily in cloud. The ITS I performs work independently and serves as part of a highly skilled, interdisciplinary technical team providing expertise in design, development, and support on-premises and/or cloud systems. The ITS I acts in a lead role on assignments involving design, coding, technical system configuration, performance tuning, troubleshooting, problem resolution and provides production support and maintenance for mission-critical systems. The ITS I has working experience in full Software Development Life Cycle.

The ITS I performs duties within the Software Engineering, Systems Engineering, and Business Technology Management domains.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions

Telework Information:

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience: 2 years or more of direct experience in application development or programing primarily in cloud.
• Understanding and ability to participate in all phases of the SDLC including gathering requirements, systems analysis, design, programming, integration, testing, deployment, administration, technical support, disaster recovery and production maintenance.
• Ability to develop and implement system plans, schedules, prioritization of all production, and project-related IT-business activities.
• Experience in various programming language and tools (e.g., APIM, Azure Data Factory, Azure App Services, Azure Functions, Azure Logic Apps, Azure DevOps, Azure Monitor, Application Insights, Snowflake, Databricks, SQL Server, Power BI, Windows Server, Visual Studio, ASP.NET, C#, Python, PowerShell, Kusto, SQL, Power Apps/Dynamics).
• Experience with Linux, Windows server and network-based platforms, services, and technologies.
• Experience with cloud computing and infrastructure.
• Ability to apply creative thinking in the design and development of methods of processing information with information technology systems.
• Strong work ethic with the ability to work independently, and to prioritize and manage work to meet critical timelines.
• Excellent verbal and written communication skills and team player spirit coupled with problem analysis and solving abilities.
• Ability to work under pressure and quickly learn and exercise new concepts.
