Program Manager – Federal HR/Payroll IT Support

Job Summary

Onsite IT Advisors is seeking an experienced Program Manager to lead a federal HR

and Payroll IT support program supporting mission-critical applications and

modernization initiatives. The Program Manager will oversee operations, project

delivery, stakeholder coordination, Agile execution, reporting, and contract

performance management for federal IT systems.

Responsibilities

 Lead overall program and contract management activities

 Manage project schedules, staffing, risks, and deliverables

 Coordinate with federal stakeholders and technical teams

 Provide weekly/monthly status reporting and burn-rate tracking

 Oversee Agile SDLC execution and modernization activities

 Ensure compliance with federal IT security requirements

 Support quality assurance and performance management activities

 Manage subcontractors and cross-functional technical teams

Required Qualifications

 Bachelor’s degree in Information Technology, Computer Science, Business, or

related field

 10+ years of IT project/program management experience

 Experience supporting federal government IT programs

 Experience managing Agile software development projects

 Strong communication and stakeholder management skills

 Experience with SDLC, OM, and system modernization projects

Preferred Qualifications

 PMP Certification

 Experience with GSA projects

 Knowledge of federal HR/payroll systems

 Familiarity with NIST, FISMA, and FedRAMP requirements

 Work Location

Remote/Hybrid with potential travel as required.
