Building Inspector III (Plan Review)

Responsibilities Perform rule‑specific inspection activities in the review of plans and inspections of new building projects, alterations, and repairs. Enforce a variety of codes, ordinances, and established standards to achieve compliance. Assist in the development and administration of contracts, coordinate project approvals, and manage enforcement cases. Building Specialty Inspection – Inspect residential and commercial construction, materials, methods, and code compliance. Plumbing/Mechanical Specialty Inspection – Inspect plumbing and mechanical systems for residential and commercial projects. Electrical Specialty Inspection – Inspect electrical systems for residential and commercial construction. Roofing Combination Inspection – Inspect roofing installations on one‑ and two‑family residences, multi‑family and commercial buildings, including incidental inspections of other systems. Residential Combination Inspection – Inspect building, plumbing, mechanical, electrical, and roofing installations on one, two, and three‑family residences. Multi‑Family Residential and Light Commercial Combination Inspection – Inspect multi‑family and commercial buildings qualifying for Light Commercial inspections. Residential Combination & Structural Plan Review – Review all plans for single‑ and multi‑family dwellings, issue permits, and prepare deficiency notices. Non‑Structural Building Plan Review – Review complex commercial and multi‑family plans, prepare deficiency notices, and assist in fast‑track construction. Plumbing/Mechanical Plan Review – Review plans for plumbing and mechanical installations and prepare deficiency notices. Electrical Plan Review – Review plans for electrical installations and prepare deficiency notices. Project Management – Develop and administer contracts, coordinate project approvals, and manage construction projects from conception to completion. Enforcement Case Management – Investigate code deficiencies, manage demolition or repair contracts, and coordinate with agencies. Classification Levels Building Inspectors are classified as I, II, III, or IV based on the number of disciplines mastered. The class can flex to a higher level upon completion of required experience and certification. Entry‑level Class I requires competence in one discipline; Class II requires competence in two; Class III in three. Qualifications Education & Experience High school diploma or equivalent. One year of municipal or county building inspection experience in one or more disciplines OR three years of journey‑level experience in plumbing, electrical, carpentry, roofing, or a related field. OR: Completion of 21 units of college coursework in building inspection, construction, or related areas and one year of paraprofessional/technical plan‑checking experience. Certification Certification as a Building Inspector or Plans Examiner by the I.C.C. or another approved organization. Certification in the specific discipline(s) to be performed within one year of appointment. Maintenance of required certifications is mandatory. Driver License Valid California Class C driver license required at appointment. Exceptions may be considered for individuals with physical disabilities. Special Qualifications Must be able to work onsite in the Sacramento region or commute to a City of Sacramento worksite with little notice. Must pass background checks, live scan/fingerprinting, and any required medical or licensing tests before starting. Probationary Period 12 months probationary period with satisfactory performance required for permanent status. Skills and Abilities Interpret building plans, codes, and specifications. Perform inspections and produce written reports. Use automated permit system and computer software for data entry, fee calculations, and plan review. Communicate effectively with architects, engineers, contractors, builders, homeowners, tenants, and the public. Drive a motor vehicle and operate field entry devices and a cell phone. Lift and carry up to 50 pounds and work in confined or adverse weather conditions. Work irregular hours, weekends, holidays, and on call as required.
