Human Resources Manager - Recruitment & Talent Management

Recruitment Manages the full recruitment lifecycle for all City career service, temporary, and internship positions, including developing job postings, designing advertising strategies, and coordinating outreach through job fairs, professional networks, and other recruitment channels. Plans and executes City-hosted job fairs and coordinates City participation in external hiring events, including logistics, department coordination, materials preparation, and candidate follow-up. Manages intern recruitment and selection for all City internship opportunities, coordinating with department heads on position needs, candidate screening, and selection; serves as the administrative foundation for the City's internship program as that program develops. Serves as the HR Department's primary system administrator for NEOGOV, including OHC and Perform module configuration, user account management, position posting setup, department liaison training, and coordination with the Information Technology Department on system updates and technical issues. Develops and implements structured selection procedures in coordination with department heads and selecting officials, including interview questions, scoring guides, and panel composition; screens applications for minimum qualifications and coordinates and participates in interview panels as requested. Coordinates pre-employment processing for all selected candidates, including background checks, reference verification, pre-employment physicals, and drug screens; conducts required CDL Drug and Alcohol Clearinghouse hire queries for positions requiring a commercial driver's license and refers candidates returning violations to Risk Management. Maintains recruitment metrics including time-to-fill, vacancy duration, offer acceptance rates, and source effectiveness; prepares periodic recruitment reports for the HR Director. Maintains EEO applicant flow data through NEOGOV and coordinates with the HR Director on EEO reporting obligations; coordinates responses to Virginia Freedom of Information Act requests for recruitment records in coordination with the HR Director and City Attorney's office. Maintains oversight of the City's new employee onboarding program, ensuring program content, materials, and checklists are current, accurate, and aligned with City policy; coordinates with hiring departments on role-specific onboarding activities and check-in milestones during the first ninety days of employment. Ensures all onboarding documentation is complete and that new employees receive required policy information, benefits enrollment guidance, and identification card processing in a timely manner. Talent Management Serves as the HR Department's primary resource for employee relations case administration, conducting intake, triage, and preliminary assessment of all employee complaints, conduct concerns, and policy compliance matters. Plans and conducts workplace fact-finding investigations, including interviewing employees and witnesses, reviewing documentation, and preparing clear, well-organized written investigative summaries and findings memoranda for HR Director review. Provides consultative coaching to supervisors and managers on employee conduct, performance documentation, corrective action procedures, and grievance administration; assists with the preparation of disciplinary documentation and coordinates grievance process administration at Steps I and II. Administers the City's unemployment claims function; responds to Virginia Employment Commission inquiries, completes and submits required VEC forms following employee separations, coordinates with the HR Director and relevant department on the factual record supporting the City's position, and tracks claim outcomes for reporting. Maintains ER case tracking documentation; prepares case status summaries. Administers the City's employee separation process for all voluntary and involuntary separations, including resignations, retirements, terminations, and end-of-probation separations. Conducts or coordinates exit interviews for separating employees and compiles findings to report on separation trends. Administers City-funded training programs, maintaining a centralized log of all approved training requests. Establishes and administers a consistent training approval workflow ensuring that all City-funded training commitments are reviewed, documented, and authorized before obligations are incurred; coordinates with Finance to reconcile approved training against actual expenditures on a defined cycle. Tracks training completion; prepares quarterly training activity reports summarizing spend, participation, and completion rates by department. Administers the selection process for competitive or limited-enrollment City-funded development programs, including the LEAD program and comparable initiatives, develops and maintains application, review, and notification procedures that ensure consistent and defensible selection decisions. Administers the Educational Assistance Program. Coordinates supervisory development training. Serves as the primary point of contact for FMLA administration, including providing required notices, managing leave files, tracking leave usage, and coordinating with supervisors and employees on leave designation and return-to-work procedures. Administers the ADA interactive process for routine accommodation requests, including conducting the interactive process meeting, documenting the analysis, and coordinating with the HR Director on final accommodation determinations for contested or complex matters. Administers the annual performance appraisal cycle in NEOGOV Perform, including cycle configuration in coordination with NEOGOV system administration, supervisor notifications, deadline tracking, and completion reporting. Provides coaching to supervisors on evaluation documentation, performance management procedures, and the use of the NEOGOV Perform platform. Administers the City's employee recognition programs, in accordance with applicable administrative regulations; processes nominations, coordinates approval workflows, and ensures timely communication of awards to recipients and department heads. Coordinates all aspects of the annual employee recognition luncheon including venue, catering, program development, and logistics. Policy and Compliance Assists the HR Director with the review, development, and revision of administrative regulations within the recruitment and talent management functional domains; prepares draft regulation language and implementation guidance for HR Director review and City Attorney concurrence. Stays current on federal and Virginia employment law, EEOC guidance, VEC requirements, and local government HR best practices in recruitment, employee relations, leave administration, and training program administration; advises the HR Director of developments warranting policy updates. Participates in HR Department planning and special projects as directed; assists with training and informational sessions for supervisors and department heads on recruitment procedures, employee relations processes, leave administration, and City-funded training access. Performs related duties as assigned in support of the overall Human Resources Department mission. Necessary Knowledge, Skills, and Abilities Thorough knowledge of the principles, practices, and legal requirements governing employee recruitment, selection, and hiring in a public sector environment, including equal employment opportunity law and applicable Virginia and federal employment statutes. Thorough knowledge of employee relations principles and practices, including workplace investigation methodology, disciplinary and grievance procedures, performance management, and the legal framework governing public employee relations in Virginia. Thorough knowledge of the Family and Medical Leave Act, ADA interactive process requirements, and applicable federal and Virginia leave laws governing public sector employers. Considerable knowledge of Form I-9 employment eligibility verification requirements and E-Verify administration. Considerable knowledge of HR information systems, including applicant tracking systems and performance management platforms, and the ability to serve as a system administrator and support system users across the organization. Considerable knowledge of employee separation procedures, including separation checklist administration, exit interview coordination, and final pay and benefits termination notification requirements. Knowledge of Virginia Employment Commission unemployment claims procedures and employer response requirements. Knowledge of City-funded training program administration principles, including approval workflow design, expenditure tracking, and educational assistance program requirements under applicable City policy. Knowledge of internship program administration and job fair coordination, including City-hosted and external hiring event logistics and candidate pipeline development. Knowledge of FMCSA Commercial Driver's License Drug and Alcohol Clearinghouse employer query requirements applicable to pre-employment processing for CDL-required positions. Knowledge of current developments in public sector human resources management, including emerging best practices in recruitment, employee relations, onboarding, leave administration, and training program administration. Ability to conduct workplace investigations independently and prepare clear, objective, and defensible written findings and recommendations; manage the full recruitment lifecycle including internship and job fair coordination; advise supervisors on employee relations, performance management, and corrective action matters with sound independent judgment; and administer FMLA and ADA programs accurately and in compliance with applicable law. Ability to administer City-funded training and educational assistance programs with appropriate fiscal controls, documentation standards, and consistent approval workflows. Ability to interpret and apply City administrative regulations, personnel policies, and applicable federal and state law across all assigned program areas and advise supervisors, employees, and department heads on policy requirements and compliance obligations. Ability to communicate effectively in writing and orally, manage multiple priorities concurrently, meet deadlines, and maintain confidentiality and discretion in handling sensitive personnel information across a broad portfolio of HR functions. Skill in the use of Microsoft Office applications including advanced proficiency in Word and Excel; skill in NEOGOV or comparable applicant tracking and performance management platforms. Considerable knowledge of the City's personnel policies, administrative regulations, and organizational structure, or the ability to acquire such knowledge within a reasonable period of employment. Additional Desirable Qualification Professional human resources certification, such as SHRM-CP, SHRM-SCP, PHR, SPHR, or PSHRA-CP. Experience in public sector human resources administration, including federal, state, or local government environments. Experience conducting workplace investigations and preparing written investigative findings in a public sector or government environment. Experience administering FMLA, ADA, or comparable leave and accommodation programs. Experience administering City-funded training programs, tuition reimbursement or educational assistance programs, or comparable employee development program administration. Experience developing or administering internship programs or coordinating employer participation in job fairs and hiring events. Experience with Form I-9 employment eligibility verification and E-Verify administration. Experience with NEOGOV, Tyler Munis, or comparable HR information systems.
