Job Description
Oracle Health is seeking an experienced Principal Product Manager to shape the future of Health Data Intelligence Population Health applications. This senior individual contributor will define product strategy, lead roadmap development, and drive execution for enterprise application workflows that help healthcare organizations improve population health, succeed under value-based care arrangements, manage clinical risk, and optimize contract performance.
This role will own product capabilities across value-based contracts, care management, and adjacent provider and payer workflows . The Principal Product Manager will work at the intersection of healthcare strategy, clinical operations, payer administration, enterprise application design, data intelligence, analytics, and AI-assisted workflows.
The successful candidate will bring a strong understanding of both the clinical realities of delivering care and the financial and operational requirements of managing healthcare risk . Experience working with or within health plans, provider organizations, clinically integrated networks, accountable care organizations, government healthcare programs, or other risk-bearing entities is highly valued.
You will partner closely with customers, engineering, user experience, data science, clinical informatics, implementation, support, sales, and go-to-market teams to deliver scalable applications that help providers, payers, risk-bearing organizations, and care teams improve quality, financial performance, operational efficiency, and patient outcomes.

Key Responsibilities
Product Strategy and Vision
Define and communicate a clear product vision and multi-year strategy for Population Health application capabilities, with an initial focus on value-based contracts, care management, and related provider and payer workflows.
Translate healthcare market dynamics, customer needs, regulatory requirements, clinical workflows, reimbursement models, and technology trends into differentiated product opportunities.
Evaluate opportunities across population health, value-based care, clinical quality, risk adjustment, utilization, care coordination, contract performance, and healthcare analytics.
Develop business cases and investment recommendations based on customer value, market opportunity, strategic alignment, implementation complexity, and expected business impact.
Maintain a strong understanding of the competitive landscape and use market evidence to inform product positioning and prioritization.
Represent the product vision with senior leaders, customers, industry stakeholders, and internal teams.
Product Roadmap and Execution
Own and continuously refine a prioritized product roadmap that balances strategic initiatives, customer commitments, platform investments, regulatory needs, technical dependencies, and operational improvements.
Lead the product lifecycle from discovery and concept validation through requirements, design, development, launch, adoption, measurement, and ongoing optimization.
Convert complex clinical, payer, administrative, and analytical workflows into clear product requirements, user stories, acceptance criteria, workflow models, and measurable outcomes.
Partner with engineering and design to make informed tradeoffs related to scope, usability, architecture, performance, data availability, security, and delivery timing.
Ensure product decisions are grounded in evidence, including customer research, workflow observation, product telemetry, market analysis, implementation feedback, and outcome data.
Identify product, data, clinical, regulatory, and operational risks early and establish mitigation plans with cross-functional partners.
Maintain accountability for product quality, usability, scalability, and readiness across the full customer experience.
Healthcare Workflow and Domain Leadership
Develop a deep understanding of the workflows, incentives, and constraints affecting providers, payers, care teams, administrators, and risk-bearing organizations.
Design capabilities that support key population health and value-based care use cases, including:
Value-based contract configuration and performance management
Patient attribution and population definition
Risk stratification and patient segmentation
Care-gap identification and closure
Care-management enrollment, assessment, planning, and intervention
Clinical and non-clinical task management
Quality-measure monitoring and improvement
Utilization and cost-of-care analysis
Risk adjustment and documentation improvement
Financial and clinical performance forecasting
Contract reconciliation and opportunity analysis
Provider, care-team, and network performance
Ensure product workflows reflect real-world clinical operations and support efficient, coordinated work across physicians, nurses, care managers, pharmacists, social workers, analysts, administrators, and payer teams.
Incorporate payer perspectives into product strategy, including benefit design, reimbursement, claims, authorization, quality programs, network relationships, and government program requirements.
Partner with clinical informatics, compliance, security, and legal stakeholders to appropriately address patient safety, privacy, explainability, regulatory obligations, and responsible use of AI.
Data, Analytics, and AI
Define product requirements for solutions that combine clinical, claims, pharmacy, laboratory, financial, operational, consumer, and social determinants of health data.
Partner with data and engineering teams to establish clear requirements for data quality, lineage, timeliness, normalization, identity resolution, attribution, and interoperability.
Use analytics to help customers identify performance drivers, prioritize interventions, monitor outcomes, and take action within operational workflows.
Identify opportunities to apply predictive analytics, generative AI, and AI-assisted workflows in ways that are useful, explainable, safe, and aligned with healthcare users' needs.
Ensure AI-enabled capabilities include appropriate human oversight, transparency, workflow integration, and mechanisms for measuring effectiveness.
Define product success metrics that connect feature adoption and workflow efficiency to clinical, financial, operational, and customer outcomes.
Customer and Market Engagement
Build trusted relationships with health systems, medical groups, accountable care organizations, clinically integrated networks, health plans, government healthcare organizations, and other industry partners.
Lead customer discovery through interviews, advisory groups, workflow observations, design reviews, pilot programs, and structured feedback sessions.
Engage directly with clinical, operational, financial, technical, and executive stakeholders to understand their goals and translate them into scalable product solutions.
Distinguish broadly applicable market needs from customer-specific requests and communicate prioritization decisions clearly.
Support strategic customer engagements, executive briefings, product demonstrations, conferences, and industry forums.
Serve as a credible healthcare product leader who can communicate effectively with clinicians, payer executives, administrators, technologists, and business leaders.
Cross-Functional Leadership
Lead through influence across engineering, design, data science, clinical informatics, implementation, support, sales, marketing, and other product teams.
Establish shared goals, decision frameworks, product requirements, and success measures across distributed teams.
Coordinate dependencies across Health Data Intelligence applications, data platforms, analytics services, interoperability capabilities, and Oracle Health solutions.
Partner with implementation and customer success teams to improve deployment, configuration, training, adoption, and time to value.
Enable sales and go-to-market teams with clear product positioning, target use cases, demonstrations, competitive insights, and customer value narratives.
Provide product guidance during escalations and use customer issues to identify opportunities for systemic product improvement.
Mentor other product managers and contribute to stronger product management practices across the organization.
Required Qualifications
Significant experience in product management, healthcare technology, healthcare operations, clinical informatics, payer operations, healthcare consulting, or a related field.
Demonstrated success defining, building, launching, and scaling complex enterprise software products.
Meaningful experience in the healthcare industry, with direct exposure to both:
Clinical or provider environments , such as health systems, physician groups, ambulatory care, care management, clinical operations, or clinical informatics; and
Payer or risk-management environments , such as health plans, managed care, accountable care organizations, value-based contracting, population health, or provider-sponsored plans.
Strong understanding of population health and value-based care concepts, including attribution, quality measurement, risk stratification, care management, utilization, total cost of care, and contract performance.
Ability to translate complex healthcare workflows, policies, data relationships, and stakeholder needs into clear product strategy and detailed product requirements.
Experience managing products that use large, complex, or highly regulated datasets.
Strong analytical skills and the ability to use qualitative and quantitative evidence to make product decisions.
Experience partnering effectively with engineering, design, data, clinical, implementation, and commercial teams.
Excellent written and verbal communication skills, including the ability to explain complex topics to clinical, technical, operational, and executive audiences.
Demonstrated ability to lead through influence, navigate ambiguity, resolve competing priorities, and make thoughtful product tradeoffs.
Understanding of healthcare privacy, security, data governance, and regulatory considerations.
U.S. citizenship, due to the requirements associated with supporting certain federal healthcare customers.
Preferred Qualifications
Direct experience working for or closely with a health plan, managed care organization, provider-sponsored plan, accountable care organization, clinically integrated network, or risk-bearing provider organization.
Clinical education, licensure, or substantial hands-on clinical experience, such as nursing, medicine, pharmacy, social work, therapy, care management, or clinical informatics. Active licensure is not required unless separately specified.
Experience with Medicare, Medicaid, Medicare Advantage, commercial value-based care, federal healthcare, or other government-sponsored programs.
Experience with payer and provider workflows such as:
Value-based contract modeling and administration
Care and case management
Quality improvement and care-gap closure
Risk adjustment
Utilization management
Prior authorization
Claims and encounter data
Provider network and performance management
Clinical documentation improvement
Financial reconciliation
Familiarity with healthcare quality and payment programs, such as HEDIS, Stars, CMS quality programs, accountable care models, bundled payments, shared-savings arrangements, and downside-risk contracts.
Experience working with electronic health record, claims, pharmacy, laboratory, financial, and social determinants of health data.
Familiarity with healthcare interoperability standards and terminology, including FHIR, HL7, APIs, clinical terminologies, and common healthcare data models.
Experience designing analytics, decision-support, predictive modeling, or AI-assisted healthcare applications.
Experience delivering configurable, multi-tenant enterprise software for large and operationally complex customers.
Experience supporting public-sector or federal healthcare customers.
Advanced degree in business, public health, health administration, clinical informatics, medicine, nursing, pharmacy, engineering, computer science, or a related discipline.

Ideal Candidate Profile
The ideal candidate combines the strategic perspective of a healthcare product leader with a practical understanding of how care is delivered, financed, measured, and improved. They can move comfortably between conversations with clinicians, care managers, payer leaders, healthcare executives, engineers, data scientists, and implementation teams.
They understand that successful population health products must do more than present data: they must help users determine what action to take, coordinate that action across teams, and demonstrate whether it improved clinical and financial outcomes. They bring strong product judgment, healthcare credibility, customer empathy, and the ability to turn complex industry challenges into intuitive, scalable enterprise applications.

US: Hiring Range in USD from: $92,900 to $209,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
