Pharmacist (Facility Program Manager)

Summary Position Location: VA San Diego Healthcare System - San Diego - CA (Specialties Pharmacy Service). The Pharmacy Data Applications Program Manager must be a licensed pharmacist with a Pharm.D. – preferably with an accredited PGY‑2 Informatics Residency – or other equivalent. This position reports to the Associate Chief – Specialties Pharmacy Section. NOTE: The 2‑page resume requirement does not apply to this position. Education Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Licensure Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States, or the District of Columbia. Maintain registration if required for licensure. Pharmacists with any revoked, suspended, restricted, or probationary license may be appointed only in accordance with VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Experience GS‑13 (Clinical Pharmacy Specialist) experience: at least 1 year at the next lower grade level (GS‑12). Demonstrated KSAs: • Ability to communicate orally and in writing to persuade and influence clinical and management decisions • Expert understanding of regulatory and quality standards for their program area • Ability to solve problems, coordinate, and organize responsibilities to maximize outcomes • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience/Qualifications Pharm.D. with completion of advanced training (PGY‑1 Pharmacy Practice residency and PGY‑2 in Pharmacy Informatics or equivalent). Specific experience with pharmacy automation oversight and proficient use of computer programs such as Microsoft SQL Server Management Studio, Advanced Excel, Power BI, and analysis of large datasets. Board certification in Pharmacotherapy (BCPS) is a plus. Physical Requirements – The work requires regular and recurring physical exertion involving standing or sitting for prolonged periods, typing, walking distances within the medical center, lifting or carrying up to 40 lb of pharmaceutical supplies, and bending, stooping, or stretching. Duties The incumbent is responsible for activities involving pharmacy computer systems, including but not limited to implementation of new pharmacy packages, maintenance of all pharmacy service files and drug files for optimum function of pharmacy packages, building of pharmacy service medication quick orders and consult templates, and performance of data queries for the service. This program manager will work collaboratively with all pharmacy leadership and procurement staff to continually review and enhance the pharmacy service computer systems and/or packages at VASDHS. Program Management Test and implement new pharmacy packages, patches, and updates to existing pharmacy packages. Maintain pharmacy service files and drug files for optimum function. Interface with ADP applications coordinators from other services for information sharing and coordinating interrelated projects in a courteous, helpful, tactful, and professional manner. Build medication quick orders and consult templates for non‑formulary and prior authorization medications, and specific note templates for use by pharmacy staff. Support pharmacy service in data mining, developing reporting tools, medication conversion execution, and precepting residents and students in data analysis projects. Participate in conversion to new computer systems as applicable. Responsible for staff training and implementation of all new or upgraded electronic health record applications used by all sections of pharmacy service. Integrate data from pharmacy automation (e.g., automated dispensing cabinets, inventory management systems) with electronic health record data for quality assurance and operational reporting purposes. When desired functionality is beyond local expertise, submit tickets via recommended communication channels to request assistance with issue management. Act as a liaison between pharmacy service and OIT, Health Informatics, or Health Technology Management staff. Address all operational problems experienced by pharmacy service staff by troubleshooting and resolving issues in a timely manner. Reports and Quality Assurance Analyze and trend pharmacy service data reports such as outpatient workload and formulary conversions. Support necessary programs to assist the formulary group in the execution of auto conversions and ensure timely completion with appropriate quality‑control monitoring. Develop and produce administrative reports for divisions of pharmacy as required or assigned. Ensure all quality‑control monitors and/or surveys are initiated and completed.
