Permit Technician

The Permit Technician serves as the primary point of contact for clients seeking contractor registration, permits, inspections, Certificates of Occupancy, and/or development-related information. The position provides administrative and technical support for Building Department operations by processing permit applications, coordinating plan reviews, maintaining records, collecting fees, scheduling inspections, and assisting the public with permit and development procedures. The Permit Technician supports the efficient administration of construction and development activities while ensuring excellent customer service and accurate record keeping. ESSENTIAL DUTIES AND RESPONSIBILITIES Receive, review, and process permit applications for completeness and compliance with established submittal requirements. Serve as the primary customer service representative for the Building Department by responding to inquiries from contractors, developers, design professionals, property owners, and the public. Provide information regarding permit procedures, application requirements, inspection scheduling, Certificates of Occupancy, and applicable departmental policies. Route permit applications, construction plans, and supporting documents to appropriate departments and review agencies for review and approval. Track application status and coordinate plan review activities to ensure timely processing. Calculate permit fees, collect payments, issue receipts, and maintain accurate financial records related to permit transactions. Issue permits, Certificates of Occupancy, and related documentation upon approval and satisfaction of applicable requirements. Schedule inspections and coordinate inspection requests between applicants and inspection staff. Maintain permit files, contractor registration records, inspection records, and other departmental documents in accordance with established retention policies. Prepare reports, spreadsheets, correspondence, and statistical information related to departmental operations and permit activity. Verify contractor registrations, licenses, and insurance documentation as required. Assist with the preparation and submission of state and federal reporting requirements related to building permit activity. Monitor departmental email accounts, answer telephone calls, and assist walk‑in customers. Maintain electronic records with permitting and document management software systems. Assist with process improvements, form development, and customer resource materials. Perform related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES This position requires strong customer service skills, attention to detail, and the ability to manage multiple priorities in a fast‑paced regulatory environment. The successful candidate must be able to communicate effectively with the public while maintaining accuracy in permit processing and records management. Knowledge of general permitting procedures, construction terminology, and municipal development processes. Knowledge of applicable building, zoning, floodplain, and development regulations sufficient to assist customers and route applications appropriately. Knowledge of modern office practices, record‑keeping systems, and customer service principles. Skill in operating computer software including Microsoft Office applications and permitting/database management systems. Ability to communicate effectively both verbally and in writing. Ability to establish and maintain positive working relationships with staff, contractors, developers, consultants, elected officials, and the public. Ability to accurately calculate fees, process payments, and maintain financial records. Ability to organize, prioritize, and complete multiple assignments while meeting deadlines. Ability to maintain accurate records and prepare reports. Ability to exercise sound judgment and maintain confidentiality when handling sensitive information. Ability to interpret policies, procedures, and application requirements and communicate them clearly to customers. WORKING CONDITIONS Work is performed primarily in an office environment with occasional visits to construction sites and other municipal facilities. Physical Demands – Work requires sitting, standing, walking, bending, reaching, and operating standard office equipment, including computers, printers, scanners, and telephones. Occasional lifting and carrying files, plans, and other materials up to 20 pounds may be required. Environmental Conditions – Work involves frequent interaction with staff, contractors, developers, design professionals, property owners, elected officials, and the public. Occasional site visits may expose the employee to varying weather conditions, uneven terrain, and active construction environments. Sensory Demands – Requires visual acuity for reviewing permit applications, plans, reports, and digital records, as well as the ability to communicate effectively in person, by telephone, and through electronic correspondence. Mental Demands – Requires the ability to maintain accuracy while processing detailed information, manage multiple priorities, provide excellent customer service under pressure, exercise sound judgment, and meet deadlines in a dynamic work environment. QUALIFICATIONS High school diploma or equivalent required. Minimum of two (2) years of permitting, development services, construction, administrative, customer service, or related experience preferred. Valid Texas Driver License required. ICC Permit Technician Certification preferred or ability to obtain certification within one (1) year of employment. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. SALARY $17-$20/hour D.O.E.
