Job Description

We are looking for a Civil Rights Specialist 3 to support the mission of the Indiana Civil Rights Commission in enforcing Indiana civil rights laws and providing education and services to the public. This position will be Full-Time, On-Site, and is a 6-12 month contract. With employees expected to work onsite, 5 times per week. Only work authorizations that will not require sponsorship now or in the future will be considered.

What You'll Do

• Draft consent agreements, prepare written summaries of investigations, and make recommendations regarding probable cause
• Occasionally testify at evidentiary and appeal hearings
• Conduct and analyze interviews of complainants, respondents, and witnesses
• Prepare concise written records of case analyses, including relevant facts, interviews, observations, and conclusions
• Conduct mandatory conciliation attempts and resolve cases via mediation
• Lead conciliation conferences, draft consent agreements, and monitor compliance through onsite assessments or reviewing compliance reports
• Negotiate settlements for civil rights disputes while considering the public interest
• Maintain monthly statistics on mediation, conciliation, and compliance activities
• Update and maintain case file records
• Establish effective working relationships with coworkers, clients, and the public by serving as a resource to educate and train others on civil rights laws and the work of the Indiana Civil Rights Commission (ICRC)
• Participate in ICRC-affiliated public outreach and education events

What You'll Need

Required:

• Four (4) years of full-time professional experience in affirmative action, business administration, civil rights, labor relations, law, public administration, public relations, social services, workforce development, or related fields
• A substitution is available: Accredited college training in Law, Sociology, Psychology, Labor Relations, Public Administration, Human Resources, or Business Administration can replace required experience on a year-for-year basis
• Thorough knowledge of and ability to interpret and apply Indiana Civil Rights Law, Commission rules and regulations, U.S. Department of Housing and Urban Development (HUD) and EEOC rules, and relevant court decisions
• Specialized knowledge of civil rights principles, practices, and trends at state and national levels
• Skills to analyze data and testimony relevant to areas covered by Indiana Civil Rights Law (employment, housing, credit, public accommodation, education)
• Ability to conduct complex investigations and make recommendations to leadership regarding case disposition
• Strong negotiation and facilitation skills, particularly with difficult individuals, to achieve agreements in the public interest
• Understanding of legal concepts and ability to apply prior decisions to specific cases
• Ability to counsel individuals filing civil rights complaints and maintain confidentiality

Preferred:

• Experience in public outreach and education, particularly in civil rights initiatives

Physical Demands

• Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards.
• Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor.
• Must be able to communicate with customers/team members over the phone and in person.
• Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.

$23.00 per hour

The pay range for this position is listed above. Exact compensation may vary based on several factors, including location, experience, and education. Benefit packages include medical, dental, and vision insurance, as well as 401k retirement account access. Employees in this role may also be entitled to paid sick leave and/or other paid time off as provided by applicable law.
