Safety Manager Department: Safety Employment Type: Full Time Location: Chicago, IL Description The primary function of the Safety Manager is to provide leadership and moral influence in the construction industry to meet current safety guidelines and enhance objectives such as further reducing injury and property damage. The Safety Manager is to provide support and act as a resource regarding safety efforts in project field activities related to on‑site field administration and technical safety requirements. The Safety Manager will be an essential team member to the administration, preconstruction, on‑site project team, bidding operations, and WEO management from initial job setup through completion of the project and to the satisfaction of all. This position includes training all levels of WEO personnel on the governmental OSHA requirements in the field and training sessions. Key Responsibilities The primary duties and responsibilities of the Safety Manager typically include, but are not limited to: Technical Build and create strong subcontractor relationships with subcontractors and upper safety management and strive to establish new relationships Mentoring project personnel regarding safety goals, concerns, and resolutions at other WEO projects Inform appropriate WEO parties of potential subcontractors and projects that are discovered through discussions with other associates Encourage project managers, project engineers, and superintendents to use Safety Mojo to assist them in becoming more efficient Facilitate safety training in areas of construction safety and other subjects as dictated by field and administrative needs to create an acceptable level of safety on WEO job sites Advance the safety knowledge of WEO personnel and subcontractor Communicate with owner safety concerns and exposure presented by their subcontractors on WEO job sites Communicate with owner and subs safety concerns and exposure presented by their subcontractors on WEO job sites Consult with subcontractors and manufacturers regarding specific equipment, i.e. roof anchors, fall protection gear, crane safety devices, etc. Assist in pooling resources with OSHA and other governmental agencies regarding incident investigations regulatory concerns and seek advice concerning WEO’s proposed safety practices Assist in training new field superintendents, project engineers, and project managers regarding the safety procedures presently utilized at WEO Encourage subcontractors and other general contractors to upgrade their safety processes by WEO involvement in training programs and association Enforce the WEO safety programs for consistency among all projects Support Project team members within the designated time frame by contributing to pre‑planning and start‑up meetings and answering calls for assistance When requested, attend and advise on contract pre‑award meeting and suggest contract terms to discuss EMR over 125% and / or frequent OSHA visits (3 visits per year or repeat citations) to assist in preventing incidents and reducing OSHA visits Address concerns with project management and superintendent to solicit their assistance in defining resolution prior to the subcontractor’s start of job Assist project and executive management in safety responsibilities and needs with current and new legal safety regulations and cooperation of subcontractors When requested, attend and advise on project pre‑construction checklist to determine superintendents’, PMs, and PEs safety concerns and plans of action to provide a safe working environment Attend subcontractor pre‑installation meetings to review project and government safety requirements to define WEO safety expectations Assist superintendents in determining safety procedures for uncommon conditions and review requested Site Safety Analysis procedures Assist in developing site‑specific safety programs as required by client and Cal OSHA Define the subcontractor document requirements and verify they are properly being collected and stored properly. Review JHAs and DTHA for site‑specific work steps, hazards, and controls as dictated by contract or subcontractor’s unsafe procedures/actions Conduct project safety inspections with reports based on designated time frames Understand the basics of Owner’s contract including AIA Forms and General Conditions Assist in improving the safety forms and other safety documentation collected from subcontractors Remain abreast of changes in the safety and hazardous materials field to maintain a living safety program Research and evaluate safety resources through the latest technology Investigate incidents to determine causes up to and including root cause, corrective actions and distributed as necessary to prevent recurrence Document incident investigations through photos, videos, witness statements and other such methods for protection of the Company Share information to prevent recurrence with management and Safety Committee Analyze accidents and incidents to determine trends in order to develop necessary Understanding construction terminology, trades, project types and construction phases and steps Basic understanding of WEO standard subcontractor insurance requirements Understands the basics of Owner’s contract including AIA Forms and General Conditions Understands basics of WEO standard Master Subcontract Agreement “MSA” and its standard exhibits. Management Champion “Safety Starts with You” culture Promote and recognize safe behavior Implementation of company programs Coordinate with project / safety teams to anticipate upcoming work‑activities and ensure compliance with OSHA and W.E. O’Neil IIPP Discuss solutions to field problems or conflicts, and help develop practical solutions Mentoring project team members and executive management in addressing safety violations Make conscious effort to attend subcontractor industry events to help broaden our subcontractor relationships and to market WEO Educate through subcontractors, schools and trade organizations safety trends, new work procedures and goals to further the safety of the community as well as WEO Schedule and attend safety training to improve safety knowledge as identified by Safety Director Assist in training of Safety Tech through formal means and in‑field inspections Recommend classes and input to field personnel and other WEO safety personnel Assist Safety Mojo Administrators to maintain Safety Mojo project information Attend safety committees such as WEO Safety Committee, Safety Mojo Committee, etc. meetings to help Safety Director by taking notes and offering input Train and assist application support services to train WEO administrators Skills, Knowledge and Expertise Personal Attributes Effective written and verbal language communication skills Work Efficiently – Allocate one’s own time efficiently; handle multiple demands and competing priorities; efficiently process paperwork Show initiative, strive for increased responsibility and demonstrate desire to learn Show emotional maturity, punctuality and dependability Motivate and contribute to the teamwork / morale of the project team Show the desire and willingness to progress to the Safety Manager role and responsibilities Interpersonal Attributes Establish and maintain positive and effective working relationships with all project stakeholders (Owner, jurisdictional agencies, design professionals, various WEO departments, WEO project team, and subcontractors) Foster Teamwork – Participate and foster collaboration among team members and among teams Motivate Others – Encourage and empower others to achieve; build relationships; create enthusiasm, a feeling of investment, and a desire to excel Drive for Results – Drive for results and success; convey a sense of urgency and drive issues to closure; persist despite obstacles and opposition Show Work Commitment - Set high standards of performance; pursue aggressive goals and work hard to achieve them Show alignment with and promote WEO Corporate Values Qualifications Four‑year degree in Occupational Safety & Health, Construction Management, or related field or minimum 3‑7 years of relevant project field experience in construction safety with an expectation to earn a degree that supports the growth of the department and position. Experience on Large scale projects up to a $100m is preferred. Understand and effectively use company software programs, such as MS Word, Excel, PowerPoint, Outlook Effective oral and written communication skills Well‑developed time management and organization skills Ability to work non‑routine hours as needed Ability to analyze options and problem solve creatively, while aligning with W.E. O’Neil’s business applications and philosophy Ability to analyze statistical information and create charts CHST preferred but not required Completion of OSHA / Cal OSHA 30 Current CPR and First Aid certification Hold a current CDL certification Demonstrated ability to lead and manage Demonstrated understanding of the importance of relationship building. Work Environment: While performing the duties of this job, the employee regularly works in one of WEO’s California regional offices and on occasion may be required to visit the construction work site where the employee may be exposed to moving mechanical parts, high precarious places, fumes or airborne particles, outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud. These are considered the core responsibilities of the position.
