Description
The Chief Financial Officer is responsible for the administration and operations of the Finance, Central Purchasing and Real Estate Assessment Departments. The CFO prepares a wide variety of periodic and special financial and statistical reports, leads and manages the County's annual budget development process and oversees implementation of the same; performs ongoing budget monitoring and trends analysis, prepares and produces the County's Annual Budget and 5-year Capital Improvement Plan documents, and works with outside auditors in the development, preparation and production of the County's Comprehensive Annual Financial Report. The CFO reports to the County Administrator. The selected candidate must exercise considerable initiative and independent judgment in all phases of work, using tact and courtesy in frequent contact with County employees, community groups, businesspersons, contractors, and the public

Job Highlights
- Thorough knowledge of federal, state, and local laws and policies concerning municipal fiscal operation; of governmental accounting and its compliance with GAAP, GFOA and GASB; and of the principals and practices of budget development and management.
- Broad knowledge of modern accounting and office procedures, including the application of electronic data processing to the maintenance and analysis of fiscal data, as well as an understanding of current literature, trends, and new developments in the fields of public accounting and financial administration.
- Strong understanding of the principles and techniques of public management to include: information systems, purchasing, real estate assessment, leadership, and best practices in assigning, scheduling, training, supervising, and evaluating the work of assigned staff.
- Skilled in the analysis and preparation of financial studies, budgets, financial statements, budget ordinance, depreciation schedules, revenue projections, assessed valuation projections, tax rate projections, fund balance projections, and revenue and expense reports.
Qualifications
- Possession of a Bachelor's degree from an accredited college or university in accounting, business administration or a related field is required; a CPA or CFPO, or the ability to obtain one within 12 months of hire, is required.
- Master's degree and certification from the Government Finance Officers Association or the Virginia Government Finance Officers Association is preferred.
- Ten (10) years of progressively responsible management experience in general accounting and/or governmental accounting with considerable experience working with complex automated financial systems, spreadsheet applications, and financial reporting.
