Position Overview

An established international maritime organization is seeking a Technical Manager to support vessel compliance with international conventions, maritime codes, and Flag Administration requirements.

This individual will respond to technical requests from shipowners and classification societies, research regulatory requirements, oversee maritime compliance programs, and provide guidance involving exemptions, equivalencies, dispensations, vessel certification, and environmental regulations.

This is a fast-paced, highly collaborative position for a maritime professional who can interpret complex requirements, exercise sound judgment, and provide timely guidance to international clients.

Essential Responsibilities

• Review and respond to technical and regulatory requests from shipowners, ship managers, classification societies, and other maritime stakeholders.
• Research applicable maritime conventions, codes, regulations, and Flag Administration requirements.
• Evaluate requests for exemptions, equivalencies, extensions, and dispensations.
• Issue routine technical determinations and prepare recommendations for new or complex matters.
• Support programs involving IMO fuel-oil consumption reporting, CII verification, and SEEMP review and approval.
• Review information submitted by authorized third-party verification and service providers.
• Oversee quarterly reporting and confirm related invoicing is accurate and completed on schedule.
• Assist with oversight of Recognized Organizations and classification societies.
• Investigate deficiencies, compliance concerns, and technical matters involving vessel classification.
• Monitor new and amended international maritime requirements.
• Help draft or update marine notices, technical guidance, procedures, and internal policies.
• Provide functional supervision to administrative employees supporting technical programs.
• Collaborate with Technical Managers and subject-matter experts across international regional offices.
• Participate in departmental, regional, and global technical meetings.
• Potentially support nearby vessel audits or inspections after receiving appropriate training.

Required Qualifications

• Professional experience within the maritime industry.
• Working knowledge of international maritime regulations and vessel-compliance requirements.
• Ability to locate, interpret, and apply technical rules, conventions, codes, and regulatory guidance.
• Experience responding to technical questions or evaluating vessel-related compliance matters.
• Strong research, analytical, and problem-solving skills.
• Ability to manage a high volume of time-sensitive requests.
• Clear written and verbal communication skills.
• Ability to work independently while contributing to a collaborative international team.
• Willingness to work fully onsite and provide occasional assistance outside normal business hours when urgent vessel matters arise.

Relevant Professional Backgrounds

Qualified candidates may come from backgrounds such as:

• Seagoing deck or engineering officer
• Classification society surveyor
• Marine inspector or auditor
• Flag Administration professional
• Vessel-compliance or marine-safety specialist
• Maritime regulatory professional

Preferred Qualifications

• Previous classification society experience.
• Vessel surveying, inspection, or auditing experience.
• Familiarity with SOLAS, MARPOL, IMO requirements, CII, SEEMP, or related environmental regulations.
• Experience working with Flag Administrations or Recognized Organizations.
• Cruise ship, passenger vessel, yacht, or large-yacht experience.
• Experience preparing marine notices, technical guidance, or regulatory interpretations.
• Prior experience providing functional oversight or guidance to support staff.

The role is primarily office-based. Travel is expected to be minimal, although occasional travel to a nearby port may be required following appropriate training.
