Utilities Technician Trainee

Entry Level trainee position performs unskilled or routine manual labor duties in the installation, operation, and maintenance of the City's Stormwater, Wastewater or Water systems. Incumbent must demonstrate a degree of skill in the use of hand and power tools, mechanical equipment or machinery utilized in the installation, operation, and maintenance of the utility systems, structures, and attachments. Work is subject to close supervision and the employee receives instruction subsequent to each new job assignment.

The list of duties and functions, as outlined herein, is intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are logical assignments to the position.

• Assists in installing, inspecting, and maintaining the maintenance of drainage systems, water and sewer mainlines, service lines, water meters, fire hydrants, valves, sewer manholes, lateral sewers and other appurtenances as assigned.
• Assists in cleaning culverts, gutters, ditches, swales, storm drains, canals, beaches, and many other similar jobs.
• Assists in and performs the location and marking of existing underground facilities prior to excavation
• Assists with the digging of trenches, removes concrete, trims, and prunes trees and shrubbery.
• Loads and unloads equipment, supplies, tools, and material.
• May operate heavy machinery and/other automotive equipment.
• Assists in maintaining inventory usage records
• Assists with the removal of debris from canals
• Assists other employees and technicians in all aspects of assignment by written order or verbal instruction.
• Operates and maintains hand and power tools associated with job tasks.
• Must work in accordance with the City's workplace safety procedures.
• Requires regular attendance to scheduled work shifts.

Knowledge of the use and care of simple manual and power hand tools.

• Ability to learn the use and maintenance of associated special equipment
• Ability to understand and follow verbal and written instructions
• Ability to perform heavy manual labor for extended periods, often under varying climatic conditions.
• Ability to establish and maintain effective working relationships with other employees and the public

• Conforms with and abides by all departmental and City Regulations, policies, work procedures, and instructions.
• If placed within the Stormwater Division, the ability to swim is mandatory.

High School diploma or GED equivalent; supplemented by six (6) months of labor experience. Must hold a State of Florida Class E Driver's License. Must obtain certification specific to the division assigned within 6 months or pass the test required for the certification. For Water DivisionWater Distribution Level 3 Certification, for Wastewater DivisionClass C Wastewater Collection Certificate and for StormwaterPass initial Certification FSA 1 Exam. * Utilities Technician Trainees who obtain their respective certification and have 1 year of labor experience will progress to a Utilities Technician I and receive a 5% increase. Position will be required to work after hours, including after hours, holidays, and weekends.

6 months experience in plumbing, pipe fitting, irrigation, or similar

Certification in work zone traffic control (MOT).

NOTE: Utilities Technician Trainees who obtain their Class B With Tanker endorsement CDL or obtain a level 3 water certification and have 1 year of labor experience during employment will progress to a Utilities Technician I and receive a 5% increase.

The City currently contributes 100% of the employee cost and 50% of the dependent cost for participating in the City's medical plan, which is a High Deductible Health Plan. You may elect to establish an HSA with this plan, to which the City will contribute $750 annually, and an additional $250 upon completion of an employee wellness examination each year. The City also contributes 100% of the employee cost of the Dental HMO (DHMO) Plan. City contributions are for the current plan year and are subject to change. Buy-up medical and dental plans are also available.

Florida Retirement System

The City provides full-time employees with $50,000 of basic life and accidental death and dismemberment insurance.

Short and long-term disability, vision, voluntary employee, spousal and dependent life insurance, identity theft, legal assistance, and other supplemental insurance plans are also available to you at group rates. Specific benefit information can be obtained through the Human Resources Department. You will become eligible for benefits on the first day of the month following 30 days of service.

In addition to the above benefits, you will also earn paid time off (PTO) of 144 hours annually, which is accrued bi-weekly. After six (6) months of continuous service, PTO may be taken as earned and is retroactive to your start date.
