Salary:           Range from $4,404 to $7,413 monthly – commensurate with experience.

Overview:

Performs a variety of complex work in the review of court submitted documents related to felony and immediate action convictions, as well as notices of drivers who failed to appear to comply with a citation, within the 10-day Motor Carrier Safety Improvement Act of 1999 (MCSIA) pursuant to Chapters 6, 11, and 12 of the Illinois Vehicle Code (IVC) where provisions are ambiguous and require interpretation; drafts technical correspondence and/or answers routine and technical telephone inquiries regarding driving records, policies, procedures, and correction and/or update of driving records; testifies as to why action was or was not taken on a driving record if challenged in court or if a technical explanation is required in a court case; responsible for the authorization of the denial or invalidation of driving privileges; on a rotating basis, works on the facility hotline performing a variety of complex paraprofessional work in the review and analysis of records and documents to determine the status of driving privileges and appropriate action in order to respond to telephone inquiries from facility personnel; responsible for auditing documentation provided to Secretary of State Driver’s License Facilities statewide for the issuance of temporary visitors drivers licenses; initiates cancellations of drivers licenses pursuant to section 6-201 of the IVC and authorizes clearance of cancellations when requirements have been met; contacts the Social Security Administration in resolving issues related to Social Security On-line Verification discrepancies.

Duties and Responsibilities:

• Receives felony and immediate action convictions, as well as notices of drivers who failed to appear to comply with a citation, from Illinois and foreign courts to review and process conviction reports for accuracy pursuant to Chapters 6, 11, and 12 of the Illinois Vehicle Code (IVC) and authorize for entry to initiate appropriate sanctions, such as suspension, revocation, and disqualification (CDL drivers).
• Drafts technical correspondence and/or answers routine and technical telephone inquiries from the public, facilities, legislators, courts, other sections and departments regarding the status of driving privileges, interpretation of items recorded to driving records, policies, procedures, and correction and/or update of driving records; compiles statistics for daily and weekly reports; testifies as to why action was or was not taken on a driving record if challenged or if technical explanation is needed in court.
• Responsible for the authorization of the denial or invalidation of driving privileges based upon court order, voluntary surrender, Graduated Driver’s License sanctions or notification from the Secretary of State Police pursuant to Chapter 6 of the Illinois Vehicle Code (IVC).
• On a rotating basis, works on the facility hotline by performing a variety of complex paraprofessional work in the review and analysis of records and documents to determine the status of driving privileges in accordance with Chapters 6, 7, 11, and 12 of the Illinois Compiles Statutes, where provisions are ambiguous and require interpretation and use of independent judgment, as well as to determine appropriate action in order to respond to telephone inquiries from facility personnel; updates driving records through information received from facility personnel to clear actions taken such as suspensions, revocations, cancellations, invalidations, denials and reinstatement of driving privileges; instructs facility personnel of proper proof required to authorize such sanctions.
• Analyzes abstracts of driving records and information computer documents and reports related to the issuance of temporary visitor driver’s licenses ensuring that documentation necessary for the issuance of the driver’s license was acceptable, initiates correspondence and possible cancellation notice pursuant to section 6-201 of the IVC to holders whose identification documents could not be verified.
• Contacts the Social Security Administration to resolve issues related to Social Security On-Line Verification; communicates with driver’s license facilities on problem cases and updates driving record when accurate information is verified through the Social Security Administration.
• Performs other duties as required or assigned.

Education and Experience:

Requires knowledge, skill and mental development equivalent to the completion of two (2) years of college AND one (1) year of technical/paraprofessional experience in dealing with laws, rules and regulations in a public or private organization.

Knowledge, Skills and Abilities

• Requires thorough knowledge of applicable portions of Chapters 3, 6, 7 and/or 11 of the Illinois Vehicle Code.
• Requires thorough knowledge of business English.
• Requires thorough knowledge of the driver’s license examination procedures and Administrative Hearings Department procedures.
• Requires thorough knowledge of insurance principles and terminology.
• Requires working knowledge of office practices and procedures.
• Requires working knowledge of the basic procedures of the judicial process and ability to interpret intent of rulings relating them to administration of the Illinois Vehicle Code and regulations and policies of the Office.
• Requires ability to exercise responsible, independent judgment in making decisions in accordance with applicable laws and to interpret and apply proper procedures.
• Requires ability to analyze difficult cases and render decisions concerning the denial or reinstatement of driving or vehicle registration privileges.
• Requires ability to effectively communicate both orally and in writing.
• Requires ability to effectively compose and dictate tactful correspondence explaining technical matters in a clear and non-technical manner.
• Requires ability to deal tactfully with the public.
• Requires ability to maintain a satisfactory working relationship with other employees.
