Location: Remote / Oklahoma City, OK
Duration: 5–7 Years
Work Hours: Typically 8:00 AM–5:00 PM, with flexibility subject to TRS Project Manager approval
Work Arrangement: Remote; occasional on-site attendance in Oklahoma City may be required. Travel expenses will not be reimbursed.

Position Overview

The Oklahoma Teachers’ Retirement System (TRS) is undertaking a comprehensive, multi-year modernization initiative to replace aging legacy systems, including the retirement of the ALICE platform, and transition to a unified, cloud-native environment.

The initiative includes the development of MyPAS 3.0 , a modern Azure-hosted pension administration system integrated with the MyTRS member portal and MyERS employer portal . TRS serves more than 210,000 employees and retirees across 600+ school districts, career technology centers, colleges, and universities.

The Business Analyst will work closely with business stakeholders, Product Owners, developers, QA teams, and technical resources to analyze existing processes, define future-state workflows, gather and document requirements, develop user stories, support testing, and coordinate User Acceptance Testing (UAT).

Key Responsibilities

1. Business Process Analysis & Documentation

• Engage with business units to understand existing operational workflows, business processes, pain points, and improvement opportunities.
• Analyze current-state processes and identify areas for automation, optimization, and modernization.
• Work closely with Development and IT teams to understand technical requirements and translate them into business-friendly documentation.
• Create clear and structured process maps, swimlane diagrams, workflow charts, and process documentation .
• Facilitate discussions with stakeholders to define and document future-state processes aligned with organizational objectives.
• Identify process gaps, dependencies, risks, and opportunities for improvement.

2. Requirements Gathering & Analysis

• Gather, analyze, validate, and document detailed business and functional requirements.
• Translate business needs into clear and actionable requirements for technical teams.
• Develop detailed user stories, acceptance criteria, functional requirements, and Azure DevOps work items .
• Ensure requirements are complete, consistent, testable, traceable, and aligned with project priorities.
• Collaborate with Product Owners, developers, technical teams, and business stakeholders to refine and validate requirements.
• Participate in requirement review and prioritization sessions.

3. User Stories & Azure DevOps

• Create and maintain user stories and work items in Azure DevOps or similar DevOps/work management platforms.
• Define clear acceptance criteria and expected outcomes for each requirement.
• Work with development teams to clarify requirements throughout the development lifecycle.
• Track requirements, dependencies, issues, and progress through completion.
• Ensure business requirements remain aligned with the overall modernization objectives.

4. Functional Testing & Quality Assurance

• Develop test plans, test cases, test scripts, and step-by-step testing instructions .
• Perform functional testing of completed user stories in Development and Test environments.
• Validate that implemented solutions meet documented business and functional requirements.
• Identify, document, and track defects through resolution.
• Work with development teams to investigate issues and verify fixes.
• Perform regression and validation testing as required.
• Ensure solutions are ready for business validation and production implementation.

5. User Acceptance Testing (UAT)

• Coordinate, support, and/or lead UAT activities with business stakeholders.
• Develop UAT scenarios, test scripts, and testing instructions.
• Facilitate UAT sessions and assist business users with testing activities.
• Capture feedback, document defects, and coordinate resolution with technical teams.
• Verify fixes and obtain appropriate stakeholder validation/sign-off.

6. Stakeholder Collaboration & Communication

• Act as a key liaison between business units and technical teams.
• Facilitate requirement-gathering meetings, process discussions, walkthroughs, and working sessions.
• Ensure business and technical teams maintain a shared understanding of requirements and expected outcomes.
• Communicate project updates, risks, issues, dependencies, and potential impacts clearly and proactively.
• Build strong working relationships with Product Owners, developers, QA teams, project managers, and business stakeholders.

7. Change Management & Documentation

• Support organizational change management activities related to system modernization.
• Contribute to training materials, user guides, process documentation, and other business-facing materials .
• Assist stakeholders in understanding new processes, system functionality, and workflow changes.
• Maintain accurate and up-to-date project and business documentation.

Project / Technical Environment

The Business Analyst will support TRS's modernization program, which includes technologies and platforms such as:

• Power BI

• Cloud-native application environments
• Modern document management and process automation solutions

The project involves transitioning from legacy systems to modern, scalable, secure, and maintainable cloud-based platforms while eliminating legacy technical debt and improving operational efficiency.

Required Qualifications & Skills

• 5–7 years of experience in Business Analysis, Process Analysis, Requirements Analysis, or a related role.
• Strong experience gathering, analyzing, documenting, and validating business requirements.
• Hands-on experience with business process analysis and process documentation .
• Ability to create process maps, swimlane diagrams, workflow charts, and other process documentation .

Preferred Experience

• Experience supporting large-scale application modernization or digital transformation projects .
• Experience working with cloud-based/Azure environments .
• Experience working in Agile or structured Software Development Life Cycle (SDLC) environments.
• Experience working with legacy-system modernization and migration initiatives.
• Experience in enterprise applications, pension/retirement systems, financial systems, government projects, or other complex business environments.
• Experience working with cross-functional teams consisting of business analysts, developers, QA professionals, Product Owners, and project managers.

Candidate Profile

The ideal candidate is a strong Business Analyst / Senior Business Analyst with excellent requirements-gathering, process-mapping, documentation, testing, and stakeholder-management experience. The candidate should be comfortable working between business and technical teams and should have hands-on experience taking requirements from current-state analysis through future-state design, user stories, development support, functional testing, and UAT .
