Executive Director, Strategic Infrastructure Investment Division

Summary The Executive Director, Strategic Infrastructure Investment (SII) Division position is located in the Department of Homeland Security (DHS), DHS Headquarters, Management Directorate, Office of the Chief Readiness Support Officer (OCRSO). Responsibilities The Executive Director, Strategic Infrastructure Investment Division, ensures DHS-wide workplace focuses on infrastructure transformation, specifically within the workplace realm, while enabling DHS to continue addressing the deferred maintenance and facility transformation requirements backlog. Specific responsibilities include: Coordinates with Component agencies and across DHS and Management Directorate business lines in accomplishing the Department's overall mission, aligning with Departmental priorities. Works in collaboration with Components via the Component Chief Administrative Officers (CCAOs) and OCRSO leadership to prioritize projects and devise strategies for executing small facility repairs. Leads the development of strategies to establish policies and manage national programs aimed at improving lifecycle facility and logistics operations across the Department. Oversees policies, regulations, and standards to enhance the effectiveness and efficiency of mission support capabilities, including identifying opportunities for DHS to reduce duplication, overlap, and redundancy. Ensures a transparent, collaborative process and accountable governance. Oversees the nation-wide Departmental facilities transformation fund and non-recurring expenses fund. Executes DHS strategic priorities, including facility improvements that meet employee basic needs, resilient operations, future requirements and flexible solutions by overseeing the DHS Facility Transformation Fund (FTF), which is used for facilities investments that align with guidance, incorporates co-location and consolidation principles and addresses the facility deferred maintenance and transformation backlog requirements such Joint Mission Support Centers. Manages DHS's Inflation Reduction Act (IRA) funding across DHS. Oversees the DHS Nonrecurring Expenses Fund (NEF) for, facilities infrastructure improvements. These operations include setting the strategic guidelines, principles and process as well overseeing and managing the execution of the projects to meet the strategic direction of the account. Assesses the impact of Presidential guidance, new legislative requirements, and similar external factors while taking action to satisfy requirements and improve operational performance. Monitors, evaluates, and measures the impact of programs and policies in response to legislative changes or statutory reporting requirements. Recommends courses of action to the CRSO/DCRSO and has full responsibility and authority to determine policies, plans, and goals. As a recognized authority, assures that adequate management controls are in place and effectively employed to prevent waste, fraud, mismanagement, and abuse. Ensures that appropriate long-range planning is coordinated and accomplished, and that there is a maximum and efficient utilization of available resources. Provides guidance to DHS Components through the drafting and implementation of policies, processes, training aids, briefing materials and procedures pertaining for all CRSO centralized facility funding, including, IRA, FTF and NEF funds. As a representative of the CRSO and DCRSO, speaks authoritatively in meetings with top DHS officials, representatives of other government agencies, state and local officials, and various outside groups. Exercises project management responsibilities related to improving the effectiveness and efficiency of mission support capabilities, including identifying areas where DHS can reduce duplication, overlap and redundancy. Executes a transparent, collaborative process and accountable governance over the distribution of IRA, FTF and NEF funds. Represents the office on various inter- and intra-agency groups and boards to coordinate policy, guidance, procedures, and activities Requirements Conditions of Employment Qualifications Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated leadership experience overseeing, designing, managing and executing multifaceted workplace programs and exercising project management responsibilities for highly complex analytical studies, plans and infrastructure or facility designs. TQ 2: Demonstrated leadership experience partnering across all organizational levels to obtain buy-in for a new or novel initiative to achieve organizational goals with particular emphasis on creating program strategies, policies, or plans. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Detailed information on each ECQs, the underlying and fundamental competencies, and information regarding the Structured Interview QRB (SIQRB) Process are available in the "Guide to Senior Executive Service Qualifications and the Qualifications Review Board." Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Veterans Preference: Veterans' preference is not applicable to the SES. Current or Former Political Appointees: OPM must authorize any employment offers made to current or former (within the last 5 years) political Schedule A, Schedule C, or Non-career SES employees in the executive branch.
