Bilingual Case Manager

Overview Under general supervision, the Bilingual Case Manager provides comprehensive case management services to unaccompanied children in the Office of Refugee Resettlement (ORR) program. Responsibilities include assessing needs, developing service and safety plans, facilitating family reunification, and ensuring compliance with ORR, state licensing, and agency policies. Bilingual Spanish is required. Responsibilities Conduct initial intake and needs assessments for each child upon admission. Develop individualized service and safety plans tailored to each child’s emotional, psychological, educational, and cultural needs. Facilitate ongoing case management services that support the child’s adjustment, progress, and overall well‑being while in care. Coordinate with interdisciplinary team members (clinical, education, medical, and youth care staff) to ensure a holistic approach to service delivery. Conduct regular case reviews and update service plans as needed. Initiate and maintain regular contact with identified sponsors to assess suitability for reunification in accordance with ORR standards. Conduct sponsor assessments, background checks, and home studies as required by ORR policy. Prepare and submit release requests and documentation to ORR for approval. Facilitate family communication and provide guidance on reunification expectations, rights, and responsibilities. Coordinate post‑release planning and referrals to ensure continuity of care and community support. Maintain accurate, complete, and timely case records in the ORR‑designated database (e.g., UC Portal) and agency systems. Document all case actions, contacts, assessments, and services in accordance with ORR and agency requirements. Ensure case files meet ORR and state licensing standards for content, organization, and confidentiality. Submit case progress reports, release recommendations, and other required documentation by established deadlines. Participate in audits, monitoring visits, and internal compliance reviews as requested. Advocate for each child’s best interests in alignment with trauma‑informed and culturally responsive care principles. Collaborate with clinicians, teachers, youth care staff, and medical professionals to ensure coordinated care delivery. Participate in multidisciplinary team (MDT) meetings to discuss case progress and address barriers to reunification. Coordinate with external partners, including child advocates, legal service providers, and ORR Federal Field Specialists. Accompany children to court hearings, medical appointments, or sponsor reunifications when required. Identify and report any safety concerns, incidents, or signs of abuse, neglect, or trafficking in accordance with ORR and state mandatory reporting laws. Participate in safety planning and crisis intervention efforts as part of the program team. Ensure all case management activities promote a safe, stable, and supportive environment for the children in care. Participate in required ORR and agency training, including those related to trauma‑informed care, cultural sensitivity, child rights, and documentation standards. Stay current with ORR policy updates and best practices in child welfare and refugee resettlement. Support new case managers and assist in peer learning as directed by the Lead Case Manager or Supervisor. Participate in and provide support groups and classes to the community and clients of the agency (based on position). Maintain a welcoming environment for families and other community partners. Ensure compliance with HIPAA and PII privacy and security requirements. Work as a team; various duties may be assigned at any time, including tasks to support other AGH programs/services. Perform other duties as assigned. Reporting To Lead Case Manager Compensation $31.25 per hour Requirements Bachelor’s degree in Social Work, Psychology, Sociology, or other relevant behavioral science, human services, or social services fields. Child welfare and/or case management experience is strongly encouraged. 2–3 years of experience in case management, child welfare, family reunification, or social services. Strong understanding of child welfare principles, immigration systems, and family reunification processes. Bilingual Spanish required. Excellent communication, assessment, and documentation skills. Ability to work with diverse populations and maintain professionalism in high‑stress situations. Strong computer literacy, including Microsoft Office and data management systems. Must obtain Criminal and Child Abuse Clearance from the State of California/Department of Justice. Must be available full‑time and able to adjust work schedule to provide services when clients and families need them, including evenings and occasional weekends. Demonstrate understanding of compliance with HIPAA privacy practices. Strong conflict resolution, communication, and organizational skills with great attention to detail. Ability to adhere to attendance and punctuality policy. Must pass and remain current in CPR/First Aid. Must meet licensing, insurance, and driver’s license requirements (valid license and good driving record). Must pass a drug screen, physical exam, and Tuberculosis skin test. Additional Qualifications This position is funded through a federal cooperative agreement with the Office of Refugee Resettlement (ORR). Continued employment is contingent upon continued grant funding, ORR approval, and ongoing compliance with all ORR, licensing, and A Greater Hope personnel requirements. Conditions of Employment Meet all minimum qualifications established by ORR and A Greater Hope. Obtain and maintain an ORR Suitability Determination, including all required background investigations and clearances. Complete all required criminal history background checks, child abuse and neglect registry checks, fingerprint‑based clearances, and other background screenings required by ORR, Community Care Licensing (CCL), and A Greater Hope. Complete all required ORR pre‑service, onboarding, annual, and ongoing training within required time frames. Provide trauma‑informed, culturally responsive, and child‑centered services to unaccompanied children. Maintain bilingual proficiency in English and Spanish. Provide documentation of required immunizations and authorize A Greater Hope to obtain and verify immunization records through the California Immunization Registry (CAIR). Maintain all required health screenings, physical examinations, tuberculosis and vaccination requirements, and other medical prerequisites established by ORR, CCL, applicable law, or A Greater Hope policy. Maintain all required licenses, certifications, registrations, and credentials applicable to the position throughout employment. Comply with all applicable ORR policies, federal regulations, state laws, licensing requirements, accreditation standards, confidentiality requirements, and A Greater Hope policies and procedures as a condition of employment. Possess authorization to work in the United States. Physical Demands Employees are regularly required to talk or hear, stand, walk, sit, move quickly, use hands and arms, stoop, kneel, crouch, lift or carry items 10–50 lbs, and in some cases care for the personal needs of infants and children. The role may involve working outdoors in all weather conditions and requires a valid driver’s license for transportation duties. Regular and consistent attendance is essential.
