Controllers Division Manager - Disbursement and General Accounting

The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Controllers Division Manager – Disbursement and General Accounting . Overview The Controller's Office maintains the County's financial accounting system, processes disbursements and journal entries, produces independently audited annual financial reports, and performs internal audits of department operations. The General Accounting Division provides accounting and financial services to County departments and agencies, and is responsible for preparing the County Annual Comprehensive Financial Report (ACFR), the Joint Powers Financing Authority (JPFA) report, and other required financial reports. Key Responsibilities Manage the General Accounting Division and supervise coordination of financial support functions. Assist in the development, implementation, and interpretation of accounting policies and procedures. Provide complex financial support to senior management and oversee day‑to‑day accounting functions, including preparation of financial analysis, schedules, and reports. Prepare and coordinate comprehensive and highly complex financial reports, such as the ACFR, PAFR, JPFA report, and State Controller's Reports. Develop and maintain a cohesive, collaborative team; manage staff performance and provide training. Lead the organization and supervision of accounting and financial operational activities, including year‑end closing and audit coordination. Consult departments on complex accounting issues and provide exceptional customer service to internal and external stakeholders. Participate in system upgrades, develop division procedures handbooks, and conduct special financial analyses. Perform related duties as assigned. Candidate Profile Proficient in government and/or public accounting. Advanced knowledge of Governmental Financial Accounting Standards and Generally Accepted Accounting Principles. Demonstrated success in preparing comprehensive financial reports and complex financial analysis. Effective oral and written communication skills. Strong critical thinking and problem‑solving abilities. Experience managing and supervising professional staff. Capability to identify problems, develop solutions, and recommend improvements. Ability to analyze laws, accounting rules, and regulations and evaluate their impact on operations. Experience in training staff on accounting principles and performance evaluation. Qualifications Education: Bachelor's Degree in Business, Public Administration, or related field. Experience: Three years of progressively responsible administrative, financial, or managerial duties in a large public agency, including at least one year of direct experience managing or supervising an accounting or auditing function. Knowledge of advanced accounting principles, financial planning, and county operations. Understanding of personnel training, supervision, and evaluation principles. Familiarity with relevant automated fiscal/financial information systems. Knowledge of federal, state, and local laws affecting public agency financial operations. Skills & Abilities Analyze complex accounting, auditing, and financial problems and prepare clear reports. Communicate effectively verbally and in writing. Develop and interpret policies, guidelines, and procedures for the assigned program area. Perform accurate mathematical and statistical calculations. Establish and maintain effective working relationships with stakeholders. Licensure / Certification If assigned to Internal Audit, obtain a Certified Public Accountant license issued by the State of California within six months of appointment.
