Regulatory Counsel

The Interstate Natural Gas Association of America (INGAA) is seeking a Regulatory Counsel to enhance our Legal team. The Regulatory Counsel serves as a subject-matter expert, collaborating with and assisting INGAA’s General Counsel. The role involves regular interaction with the INGAA Legal and Rates Committee, Accounting Task Force, and co-lead the Construction, Compliance & Permitting Task Force. The Regulatory Counsel will work on a wide range of substantive policy and legal matters, including but not limited to: FERC ratemaking and accounting, environmental construction policies, gas and electric reliability, pipeline permitting policy, pipeline operations, maintenance, and safety regulations, and federal appellate litigation. Develop policy strategies and draft regulatory filings regarding pipeline ratemaking, accounting, permitting, gas and electric reliability, and construction matters. Meet with and advocate before federal agencies and other regulatory bodies, to advance INGAA’s positions on pipeline ratemaking, accounting, permitting, gas and electric reliability, and environmental construction matters. Analyze significant FERC orders, court orders and pleadings, and communicate impacts to members. Develop expertise with FERC policies and regulations. Research and master relevant caselaw as it pertains to pipeline rate, certificate, and environmental permitting issues. Coordinate responses to Legal and Rates Committee, Accounting Task Force, and co-lead Construction, Compliance & Permitting Task Force inquiries, including collating and analyzing member data. Review and edit, as appropriate, regulatory filings drafted by other INGAA committees as well as amicus briefs prepared by outside counsel. Support the Government Relations Committee by assisting with the development of draft legislation, talking points, and issue briefs. Support INGAA Communications by assisting with the development of press statements and responses to press inquiries. Prepare and deliver presentations for industry speaking events. Participate in various technical conferences and report key takeaways to members. Handle multiple issues simultaneously. Other duties as assigned. Qualifications: Education: Juris Doctorate degree from an accredited law school. Must be a member in good standing of a state bar association. Work Experience: Minimum of 4 years of legal experience in energy, regulatory, administrative, or appellate law. Experience with the Federal Energy Regulatory Commission (FERC) and federal energy regulation is required. Direct experience with natural gas pipeline regulation, including ratemaking, certificate proceedings, environmental permitting, reliability, or related interstate natural gas pipeline issues, is strongly preferred. Skills: Strong legal research, writing, analytical, and communication skills. Experience drafting, reviewing, and editing regulatory comments, pleadings, briefs, petitions, motions, and other regulatory filings. Ability to analyze FERC orders, court decisions, regulatory filings, and policy developments and communicate practical business, legal, and policy implications to internal and external stakeholders. Ability to develop, evaluate, and refine industry positions by synthesizing complex legal, regulatory, and policy issues and incorporating stakeholder feedback. Experience collaborating effectively with member companies, trade associations, government agencies, regulated entities, and outside counsel. Ability to review, critique, and improve legal work products prepared by outside counsel and other contributors. Demonstrated ability to build consensus among diverse stakeholders with differing perspectives and priorities. Ability to work independently within short timeframes, manage multiple priorities, and produce high-quality written work under tight deadlines. Sound judgment, attention to detail, and ability to handle multiple complex matters simultaneously. Travel up to 20% for meetings, conferences, and other business-related events is required. This position is full-time and includes a comprehensive benefits package, including a retirement match and employer-paid health insurance. The anticipated base salary range for this position is $205,000-$225,000 per year plus annual incentive compensation. Final compensation will be determined based on a variety of factors, including the candidate’s education, relevant experience, and overall qualifications. Starting salaries are typically positioned toward the mid-point or lower end to allow for growth within the role over time.
