QUALIFICATIONS

• At least 10 years of program management experience, evidenced by a proven track record of effectively leading state and federally funded performance-based and outcome-based programs in a nonprofit setting.
• A minimum of five years of executive leadership experience supervising Program Managers/Directors.
• Master’s Degree in Business Administration, Public Administration, Human Services, or a related field.
• Demonstrated experience recruiting, managing, coaching, evaluating, and developing a strong team of Program Managers/Directors.
• Demonstrated experience overseeing multiple state and federal grants or contracts, with responsibility for implementation, deliverables, budgets, reporting, compliance, and performance outcomes.
• Demonstrated ability to interpret and operationalize grant awards, contracts, scopes of work, budgets, performance measures, funder guidance, and reporting requirements.
• Demonstrated experience developing and implementing program monitoring systems, corrective action plans, and performance improvement strategies.
• Demonstrated experience in developing and operationalizing strategies that have taken a program or organization to the next stage of growth.
• Demonstrated experience in writing or contributing to local, state, federal, and/or foundation grant proposals.
• Strong relationship builder and communicator with experience leading diverse work teams, developing organization-wide strategies for program excellence, engaging community partners, and working collaboratively with executive and senior leadership.
• Demonstrates integrity, accountability, sound judgment, and a track record of leading others to higher levels of effectiveness and programmatic impact.
• Can point to tangible examples of program reporting, performance measurement, evaluation, fiscal monitoring, and data-informed management.
• Proficiency in data analysis and performance metrics.
• Proficiency in computer applications including Microsoft Office Suite and other systems used for program management, data, reporting, and collaboration.

• Ability to travel locally and regionally to provide on-site leadership and oversight for multi-county operating units and programs.

Position Summary

This position is responsible for overseeing the successful implementation of multiple grant-funded programs (majority being federally funded grants) in various subject matter areas under GA’s 5 Pillars of Service, through the direct supervision of designated Program Managers. It requires multi-tasking skills, high levels of organizational skills, the ability to “shift gears” between different requirements, outcomes, subject areas, funders, and types of programs on a regular basis.

Essential Duties

• Attract, develop, coach, supervise, evaluate, and retain high-performing Program Managers/Directors, supporting their professional growth while maintaining clear expectations for accountability and performance.
• Ensure Program Managers/Directors understand their grants, contracts, award documents, scopes of work, approved budgets, performance measures, reporting requirements, billing methodologies, implementation timelines, and applicable funder guidance.
• Ensure Program Managers/Directors complete required funder orientations, trainings, technical assistance, and other activities necessary to competently manage their assigned programs.
• Require and monitor comprehensive program implementation/work plans that identify deliverables, timelines, staffing, enrollment and service targets, reporting requirements, performance measures, and responsible parties.
• Ensure programs launch and operate according to approved timelines. Identify implementation delays or barriers promptly and ensure corrective action is taken before performance, compliance, or reimbursement is adversely affected.
• Establish and maintain a standardized monthly program performance review process using verified programmatic, fiscal, service-delivery, data-quality, and compliance indicators.
• Prepare and submit monthly programmatic reports to the CoS addressing implementation status, enrollment and service delivery, outcomes, expenditures, reimbursement activity, data quality, staffing, challenges, threats to implementation, program fidelity, compliance issues, and recommended corrective actions.
• Monitor program enrollment, dosage, outputs, outcomes, expenditures, unit/service delivery, reimbursement activity, and budget-to-actual performance in collaboration with Finance and other appropriate departments.
• Identify underutilization, underbilling, insufficient service delivery, budget variances, missed performance targets, data deficiencies, staffing concerns, and other programmatic or fiscal risks early and ensure timely corrective action.
• Identify programs that are off track in enrollment, service delivery, outcomes, expenditures, revenue, staffing, data quality, reporting, or compliance. Develop, document, and oversee corrective action plans and promptly escalate significant risks to the CoS.
• Ensure timely, accurate, and complete program and participant data entry and reporting in accordance with funder requirements and organizational policies.
• Ensure Program Managers/Directors review and use program data to assess performance, identify trends, make management decisions, and improve program outcomes.
• Collaborate with QA/QI, Finance, Data, Grants, Human Resources, and Organizational Support Services to ensure programs meet organizational and funder requirements and that Program Managers/Directors respond timely to findings, requests, deadlines, corrective actions, and technical assistance.
• Support continuous quality improvement throughout program and service areas, with emphasis on systems, process improvement, program fidelity, measurable outcomes, and corrective action.
• Ensure ongoing programmatic excellence and recommend timelines, staffing, resources, systems, and operational changes needed to achieve program goals.
• Work with staff to develop and maintain systems that ensure consistent, high-quality project and program management across the organization.
• Provide leadership in the development of inter-team communication and cohesiveness, sustaining organizational culture and supporting staff during organizational growth.
• Prepare and submit an annual programming budget to the CoS for review and approval. Manage program operations within approved budgets and report accurately on financial progress, variances, and challenges.
• Play an active role in ensuring the continued financial viability of program/service units through sound fiscal management and close monitoring of program expenditures, reimbursement, and performance.
• Maintain sufficient working knowledge of each assigned grant, contract, cooperative agreement, and funding source to effectively supervise implementation and hold Program Managers/Directors accountable for contractual, fiscal, programmatic, reporting, and compliance requirements.
• Manage and strengthen relationships with funders, partner organizations, and other external stakeholders relevant to program implementation and sustainability.
• Support resource development by identifying program needs and opportunities, providing programmatic expertise for grant development, and assisting with grant proposals and funding applications as requested.
• Develop systems, processes, and tools that support the collection, use, and sharing of program knowledge, lessons learned, outcomes, and effective practices.
• Work collaboratively with the executive and senior management teams to integrate cross-program activities and functions and advance the organization’s strategic plan.
• Make recommendations to the CoS regarding new program areas, program modifications, resource needs, and opportunities for organizational growth.
• Prepare presentations designed to promote Gang Alternative, Inc. programs as educational content for local, regional, and state forums.
• Represent Gang Alternative, Inc. at funder, partner, community, and professional meetings as appropriate.
• Participate in agency meetings, in-service trainings, and workshops as deemed appropriate.
• All other duties as assigned.

Note:
• This position may require independent travel between workstation and other sites and errands. Consequently, the incumbent must maintain a valid Driver’s License and insurance coverage on personal vehicle at all times during employment.
• This position may also require occasional out-of-town travel.
• Performing the duties of this position requires the ability to walk, sit, stand, reach, talk, hear and lift presentation materials, including equipment.
