Job Description The Senior Director, Federal Drug Pricing Policy drives strategic analysis and the development of policy and advocacy materials to address federal drug pricing reforms, including the Inflation Reduction Act (IRA) and Most Favored Nation proposals. This role also will partner on initiatives to articulate and demonstrate the value of medicines, including preparation for potential US value assessments and informing evidence generation strategies for in-line and late-stage pipeline products. Job Description The Senior Director, Federal Drug Pricing Policy leads strategic analysis and the development of policy and advocacy materials to address federal drug pricing reforms, including the Inflation Reduction Act (IRA) and Most Favored Nation proposals. This role also will partner on initiatives to articulate and demonstrate the value of medicines, including preparation for potential US value assessments and informing evidence generation strategies for in-line and late-stage pipeline products. This position provides leadership in US pricing policy and analytics to mitigate policy-related risks, protect patient access, and support the sustainable value of current and future medicines. With accountability for strategic positioning in response to US drug pricing reform, the role has broad impact across the US portfolio and pipeline and provides recommendations to senior leadership to inform decision-making on U.S. pricing policy strategy. Key Responsibilities Strategic Policy Leadership & Analysis Drive US pricing policy strategy and enterprise positioning in response to the IRA and evolving federal policy landscape Direct quantitative and qualitative analyses to assess pricing reform impacts and inform senior leadership decision-making Provide insights on CMS pricing methodologies, outcomes, and external benchmarks to guide strategy and governance Evaluate policy impacts across in-line products, pipeline assets, and business development opportunities Shape and advance the company’s federal policy agenda on drug pricing and the value of medicines Strengthen analytical capabilities, including adoption of advanced analytics and AI-enabled approaches Enhance governance, processes, and operating models to improve execution and decision-making in partnership with leadership. Inflation Reduction Act (IRA) Drive end-to-end analytical readiness, project management, and execution for the Medicare price negotiation (IRA price-setting) process, including development of manufacturer submissions to CMS. Direct cross-functional teams to deliver high-quality submissions aligned with regulatory requirements and timelines. Establish, oversee and communicate clearly and proactively on coordinated workplans, processes, and governance frameworks to ensure execution excellence across workstreams. Assess the impact of IRA price-setting on in-line products, pipeline assets, and potential business development opportunities. Serve as an early-warning system for emerging pricing risks and opportunities, including forecasting IRA drug selection cycles. Most Favored Nation (MFN) Develop advocacy materials to defend against MFN pricing in public programs. Work with cross-functional colleagues to assess MFN risks and inform internal response strategies. Inform trade association and consultant analyses to support MFN advocacy. Value Strategy & Evidence Integration Advance strategies to articulate and demonstrate the value of medicines, including preparation of US value assessments. Leverage clinical, economic, and real-world evidence to support access, affordability, and pricing strategies. Integrate pricing policy considerations into evidence planning and launch readiness. Lead policy-focused analyses and collaborate with internal teams, external consultants, and trade associations to inform strategy and advocacy. Policy Development & External Engagement Collaborate with Public Affairs and other internal stakeholders to establish strategic policy positions related to access to Gilead pipeline and products worldwide. Ensure that recommendations align with business and scientific objectives. Ensure consistent, cohesive messaging and a unified enterprise voice in external policy engagements Knowledge, Experience and Skills Bachelor's degree with 14+ years of relevant experience in healthcare, public policy, or related sectors or master's degree with 12 years of related experience Advanced degree preferred (e.g., MD, PhD, MPP, MA, MBA) Strong analytical, strategic, and problem-solving capabilities, including ability to interpret complex policy and economic data Excellent written, verbal, and interpersonal communication skills, including ability to distill complex topics for policy and executive audiences Demonstrated project management expertise, with the ability to manage multiple high-profile, complex workstreams simultaneously while maintaining strong attention to accuracy and technical detail Proven ability to lead through influence in a highly matrixed environment, including oversight of cross-functional and high-impact initiatives Excellent organizational skills and ability to independently manage multiple projects, timelines, and priorities Strong ability to build and maintain effective internal and external relationships Proficiency in PowerPoint and strong overall business communication skills Personal attributes include integrity, confidence, ability to adapt to a fast-paced environment, curiosity, quick study, accountability, optimism, creativity, good sense of humor and strong team player Ability to travel to Foster City 15% of the time, as necessary People Leader Accountabilities: •Create Inclusion - knowing the business value of diverse teams, modeling inclusion, and embedding the value of diversity in the way they manage their teams. •Develop Talent - understand the skills, experience, aspirations and potential of their employees and coach them on current performance and future potential. They provide the support needed to remove barriers and connect their team to the broader ecosystem. The salary range for this position is: $221,000.00 - $286,000.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
