Compliance Specialist (Part-Time)

Hourly Rate: $17.00/hour Job Description Works under the general direction of the assigned manager in the Public Works Division. Responsibilities Conduct exterior inspections of private property to ensure compliance with the City of Memphis Code of Ordinances and that work performed by City contractors meets specifications prior to payment. Research property owner information to ensure proper notice is given concerning weed violations and mitigation. Investigate service requests of reported overgrowth from the 311 Call Center for vacant properties with high grass or weeds exceeding 12 inches to place properties in violation if necessary. Distribute service requests to contractors using the appropriate systems when ready for mitigation. Research parcel information to create service requests of violations in the Oracle and XORA systems. Manage and edit service request records in Oracle and XORA for compliance, mitigation, and billing resolution. Maintain files of mitigated properties including photographs, notes from meetings with citizens, and other pertinent information. Monitor vendors’ and contractors’ progress in the appropriate computer systems. Investigate citizen complaints and disputes on properties mitigated by contractors. Research and review contractor invoices, job service pictures, and any property owner documentation to resolve weed bill disputes for dismissal. Maintain activity records, logs, and reports for inspected properties and for various meetings. Provide training and assistance to contractors and staff on computer applications, systems, and other functions. Meet with citizens of properties damaged by vendors or contractors for resolution. Travel to various work sites throughout the city for meetings with vendors or contractors and to inspect properties. Create and prepare correspondence, memoranda, and reports using various computer applications. Interact and communicate verbally and in writing with management and other staff on a variety of issues and concerns. Provide clerical and other support to office staff. Perform additional functions (essential or otherwise) which may be assigned. Typical Physical Demands Requires the ability to communicate clearly and effectively in writing and verbally. Requires ability to conduct inspections of private property in accordance with Code of Ordinances, operate a computer and office equipment, traverse various surfaces during inspections, operate an automobile for travel, and perform manual work involving reaching, handling, crouching, climbing, balancing, and lifting equipment, materials, or supplies up to 50 lbs. Typical Working Conditions Majority of work is performed in an office environment and outdoors throughout the City within an assigned geographical zone. Work involves contact with the public under stressful conditions. Employees may be scheduled for various shifts, exposed to animals, rodents, insects, weather conditions, fumes, weeds, odors, dust, heat, grass, and noise. Qualifications High school graduate or equivalent. Four (4) years’ experience in ground maintenance with specific experience in inspection or compliance preferred; or a combination of experience or training that enables one to perform the essential job functions.
