Public Authority Payroll/Personnel Services Specialist - Spanish-Speaking Required (Open)

San Mateo County Health is seeking well-qualified individuals for the position Public Authority Payroll/Personnel Services Specialist . This is a full-time position based in San Mateo, CA, with relocation to South San Francisco, CA, planned for December 2026. The role requires travel throughout the County and periodic travel within California. A Spanish bilingual fluency is required for the one vacancy. Public Authority Overview The Public Authority, established in 1993, administers the provider components of the County of San Mateo's In-Home Supportive Services (IHSS) program, providing payroll and personnel services for caregivers. Key Responsibilities Perform technical and specialized office support related to employer-of-record, payroll, and benefits administration, using independent judgment and technical skills. Serve as Officer of the Day according to an established schedule. Conduct enrollment interviews and new provider orientation. Process requests for employment verification and manage timesheet corrections per state regulations. Maintain and update caregiver profiles in the state’s computer system (CMIPS). Communicate with clients, providers, and social workers regarding provider management. Perform quality assurance oversight on payroll, case, and provider management activities. Provide comprehensive customer service via telephone, electronic, and face‑to‑face interactions. Maintain case notes and perform related duties as assigned. Preferred Qualifications Written and verbal communication skills in Spanish and English. Public speaking experience, presenting program information during orientation. Organizational skills, maintaining caseloads and records. Interpersonal and customer service skills, managing high call volume. Judgement and decision‑making, performing QA and making referrals to Program Integrity Unit. Experience with Microsoft Office; Outlook, Teams, Excel. Ability to process and scan documents accurately. Collaboration and teamwork with program staff, caregivers, and community partners. Education and Experience Any combination of education and experience that provides the required knowledge, skills, and abilities is qualifying. Typical qualifications include: Payroll/Personnel Coordinator II: One year of advanced general or fiscal office support experience including payroll or personnel assistance, or two years of general clerical or office assistant experience. Knowledge and Skills Payroll and personnel processes in a complex public agency. County labor contracts, Civil Service Rules, and related policies. Standard payroll processing procedures. Office administrative practices and record‑keeping. Basic business data processing and arithmetic. Correct English and Spanish usage, spelling, grammar, and punctuation. Record‑keeping principles. Ability to Perform detailed payroll and personnel support work. Interpret guidelines, rules, and procedures accurately. Understand impacts of actions and decisions. Work independently and prioritize simultaneous tasks. Build effective working relationships. Analyze data and perform calculations quickly and accurately. Use initiative within guidelines. Communicate effectively via verbal and written methods. Learn new technology and HRIS processes. Collaborate with managers and supervisors, providing training. Operate standard office equipment.
