ON-SITE POSITION IN WEAVERVILLE, CA OFFICE HOURS: 8AM TO 5PM MONDAY THROUGH FRIDAY FIRST ROUND OF INTERVIEWS WILL BE ON OCTOBER 6, 2026 ONLY ONE ROUND OF INTERVIEWS PER CANDIDATE OPEN UNTIL WE FIND THE RIGHT FIT PAY RANGE LISTED IS THE RANGE WE CAN HIRE INTO, NOT THE FULL RANGE OF THE POSITION Golden State Finance Authority - Home Loan Assistance Program (Download PDF reader) Under general supervision, to perform a wide variety of technical, administrative, specialized program and analytical support duties; recruitment and selection coordination, benefits administration, classification and compensation support, HRIS and personnel records maintenance, training coordination, payroll processing support, fiscal and budget support, and leave of absence tracking; to perform complex administrative and technical duties in support of department operations, information gathering, information preparation, and public relations assignments; provides professional customer service to employees, retirees, applicants, and the public; and to do related work as required. Serves as primary administrative staff support and fiscal support for the Human Resources Department; coordinates and supports County recruitment and selection processes including drafting job postings, screening applications, scheduling interviews, and corresponding with applicants; provides front-line assistance by maintaining the office phone lines and emails, general support to employees, supervisors, and the public regarding human resources policies, procedures, and other general inquiries; may assist with benefits administration, including enrollments, COBRA, retirement, death claims, and coordination with benefit providers, as needed; assists in maintaining and updating classification and compensation data; compile information and prepare reports related to position studies and salary comparisons; processes personnel actions including new hire onboarding, status changes, terminations, and offboarding procedures; assists in the development, implementation, and communication of County policies and procedures; may assist with tracking and monitoring employee leaves of absence, including FCML/FMLA/CFRA, workers’ compensation, and ADA accommodations; maintains HRIS and personnel records to ensure accuracy and compliance with state and federal laws; provides fiscal duties by preparing and processing payroll documents and verifying personnel/payroll actions, processing daily deposits, submission of invoice claims and journal entries to the Auditor’s office, and Budget development, tracking, and maintenance; performs administrative duties including preparation of correspondence, agendas, reports, and presentations, including preparing various reports, presentations, and data for the bi-monthly Board of Supervisors meetings; coordinates and supports employee training, onboarding orientations, and recognition programs; maintains filing systems, employee databases, and confidential personnel records; assists with data collection and reporting related to Equal Employment Opportunity (EEO), ADA, and other compliance programs; supports labor relations activities by maintaining documentation and assisting with data analysis related to bargaining; performs other duties as required in support of departmental functions. Knowledge of: Policies, procedures, and functions of the County Personnel System. General knowledge of principles and practices of human resources administration including recruitment, benefits, and classification. Good public relations techniques. County and department policies, rules, and administrative procedures. Employment laws, including EEO, ADA, FMLA, and labor relations. Payroll and personnel transaction processes. Budget development and control. Purchasing methods and procedures. Account and statistical record keeping. Public and community relations. Records management and file maintenance practices. Office administrative practices including budgeting, purchasing, and public contact. Modern software applications including Microsoft Office and HRIS systems. Proper English usage, spelling, grammar, and punctuation. Basic mathematics Ability to: Perform as wide variety of complex and specialized administrative and technical support work for the Human Resources Director. Interpret and apply County policies, codes, labor agreements, and HR- related laws. Provide lead direction, work coordination, or supervision for other support staff, as assigned. Prepare clear, concise, and accurate reports, correspondence, and records. Handle sensitive and confidential information with discretion. Communicate effectively both orally and in writing. Provide excellent internal and external customer service. Work with considerable independence while managing multiple tasks and deadlines while exercising good judgement in recognizing scope of authority. Gather, organize, analyze, and present a variety of data and information. Provide support for maintenance and control of a department budget. Use initiative and sound judgment in problem-solving. Maintain cooperative and effective working relationships with County staff and the public. Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Education equivalent to the completion of the twelfth grade, this can be supplemented by coursework in human resources, business, public administration, or a related field. Two (2) years of previous administrative, office, and general support work experience comparable to that of an Administrative Coordinator II with Trinity County. Previous work experience in Human Resources or Risk Management procedures and processes, including increasingly responsible experience performing technical human resources support and/or administrative support functions, preferably in a public agency setting. Special Requirements: Possession of, or ability to obtain, a valid California Driver’s License. TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods; frequently stand and walk; frequent use of hands and fingers; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; within normal visual and auditory range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and EFAX. TYPICAL WORKING CONDITIONS Work is performed in an office environment; continuous contact with other staff and the public. DISTINGUISHING CHARACTERISTICS This is an advanced, specialized working level classification for performing a variety of complex, specialized support functions for the County Human Resources Program. REPORTS TO Director of Human Resources, Human Resources Analyst II or Designee. CLASSIFICATIONS SUPERVISED Positions in this class may be assigned work coordination, training, and lead work responsibilities for other support staff. DISASTER SERVICE WORKER In addition to our everyday duties, we have an added responsibility to help in a declared disaster. Under California law, all public employees are Disaster Service Workers and may be called upon in the event of a disaster.
