Community Program Manager – SES This position serves as a Community Program Manager for the Bureau responsible for providing support to the Bureau Chief. The role manages a team of professional planners, leads state planning initiatives, and focuses on the Community Resiliency Program. It requires advanced planning expertise and significant supervisory or project management experience. Responsibilities Administers review of local comprehensive plans and plan amendments for impacts on state resources and facilities. Provides expert guidance on plans, development approvals, notices, orders, binding letters, and agreements under Florida Statutes Chapters 163 and 380. Directs a team of planners, developing training and mentoring programs, promoting staff career development, and overseeing performance evaluation. Communicates with planning analysts, offering training and guidance on staff development and work program priorities. Supervises staff responsible for review of Homeowners Association Revitalization packages for compliance with Sections 720.403-720.407. Oversees planning analyst work on land development regulations, comprehensive plans, and Development Regional Impact applications. Develops technical assistance strategies and provides assistance to local governments on planning issues. Prepares scopes of work for Community Planning Technical Assistance Grants and coordinates with grantees and Department staff. Independently analyzes and prepares special work projects as assigned. Plays a leadership role in organizing and completing state planning initiatives. Represents the Department at public hearings, committees, and with interest groups, serving as expert witness on legal cases. Assists the Bureau Chief in coordinating the Department’s programs. Performs additional management and administrative tasks as assigned. Qualifications Advanced knowledge of urban and regional planning concepts. Proficient in growth management and application of Chapters 163 and 380 and implementing rules. Strong written and verbal communication skills with interpersonal and negotiation abilities. Experience with land development processes and permitting programs. Ability to apply policy and technical planning methodologies such as population projections and policy evaluation. Critical thinking skills to solve complex planning problems and sound judgment in independent decision‑making. Ability to supervise a team of planners, coordinate intergovernmental projects, and manage multiple projects efficiently. Knowledge of personnel rules and ability to conduct recruiting, interviewing, hiring, evaluations, and disciplinary actions. Ability to develop training procedures, promote career development, manage workload, and prepare budget estimates. Knowledge of legislative and rule‑making processes and intra‑departmental programs. Capability to provide technical assistance to local governments on complex growth‑management issues. Willingness to travel, represent the Department, and present to elected officials and staff. Strong management principles to supervise professional planners.
