Location: Lansing, MI (Hybrid)

Duration: 6 months contract to Hire

• Interview Process: 1st round virtual, 2nd round in-person. Candidates MUST be available for an in-person interview.
• Duration: 6 months, with the intent to potentially hire the contractor into a full-time position with SOMI within 6 months. At the time of hire, the candidate must be authorized to work in the United States without requiring visa sponsorship from the State of Michigan.
• Work Arrangement: Hybrid. NO REMOTE-ONLY OPTION. Will need to be onsite from day 1, two days a week. Wednesdays and Thursdays are required onsite days.
• Location Preference: Local candidates (strongly preferred) or non-local candidates (must be willing to relocate at their own expense from acceptance with no delays and follow the hybrid schedule).

Job Description:

DTMB Agency Services needs a Business Analyst 5 to provide excellent customer service supporting both project and work request needs for the Environment, Great Lakes and Energy (EGLE) Agency.

Key responsibilities include being the liaison between DTMB and the project stakeholders, as well as providing expert facilitation and elicitation and process modeling to help develop strategy and requirements for ongoing enhancements and related work projects. In addition, as part of the overall support for EGLE, this person will be a critical member of the DTMB Agency Services Business Analyst team, participating in various related work requests for EGLE and contributing to the operational activities of the BA team.

Customer service and being a champion to ease Agency compliance with DTMB policies and practices are key performance expectations for this person. They must be able to quickly gain a working understanding of applicable constraints and enablers and help EGLE navigate those for the success of their projects and work requests.

DTMB Agency Services and EGLE welcome candidates who are self-directed, well organized, confident in their ability to build relationships, quick to come up to speed on new assignments, and able to be flexible and adaptable to changing needs and/or direction.

Required Qualifications:

• Minimum of 7 years conducting business process review and requirements elicitation and documentation to include process modeling.
• Minimum of 5 years developing and/or managing user stories on Agile development project(s).
• Minimum of 2 years working directly with senior management in facilitating discussions to determine strategy, develop road maps and/or gain consensus to resolve opposing positions.
• Minimum of 2 years working on projects developing/implementing IT solutions for public use.

Preferred Qualifications:

• Minimum of 2 years supporting the development of or compliance with statement of work and/or other work agreements/contracts.
• Minimum of 1 year working with programs governed by state and/or federal regulations.
• Bachelor's degree.

Interview Process: The first round is a virtual interview with 2 people from DTMB Agency Services and one agency partner. The second round requires the resource to come onsite to potentially meet with leadership and people from other business areas.

Both interviews are expected to last about an hour. The second round may be a little longer and more of an informal soft skills interview.

Resource Location: They are open to local resources and those willing to relocate. However, the second-round interview MUST be onsite, and the resource must be onsite from day one.

Work Schedule: Hybrid, Wednesdays and Thursdays onsite. Resources MUST be located in the state of Michigan during remote days.
