Office of the Inspector General provides professional investigative resources for the South Dakota Department of Corrections, its facilities, employees, offender population, law enforcement community and stakeholders of South Dakota. Through the use of systematic investigative techniques, this position plans and coordinates criminal and administrative investigations as well as preparation of appropriate documentation and reports. This position conducts investigations of offenders and employees' misconduct to include violations of state statutes, federal laws and/or violations of administrative regulations. Investigations may include, but are not limited to, discrimination, sexual harassment complaints, use of force allegations, staff and offender relationships and other allegations of employee misconduct.

Responsibilities include maintaining professionalism and integrity when interacting with individuals, groups, agencies, other organizations, etc. while performing required duties. Duties include reviews and analysis of information, documents, statements, and reports to identify witnesses, victims, and suspects; and conducts interviews of suspects, victims, witnesses, and confidential sources. Responsibilities require acting independently and as a team player to investigate crimes within a prison facility environment and assist other law enforcement agencies related to cases and intelligence gathering as related within the Department of Corrections. Responsibilities also include identify, documenting, collecting and preserve crime scene evidence, and prepares investigative reports and legal documentation for presentation to appointing authorities and appropriate prosecuting agencies. In addition, provides testimony in court cases (criminal, administrative, personnel hearings and depositions, etc.) and other related duties as required/requested.

Preferred qualifications for applicants with experience and knowledge of institutional and community based correctional operations and investigations and intelligence background. Applicants must be able to work independently and as a team member; and possess strong written and verbal communication skills, be competent with computers, and strong analytical and leadership skills. The applicant must have a professional attitude, excellent interpersonal skills, and possess the ability to communicate effectively, manage time efficiently and handle multiple priorities simultaneously. Applicants must be self-motivated with strong attention to detail. In addition, this position requires on-call status and travel.

Conditions of Employment:

• successfully pass all modules of the South Dakota Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics and firearms/armed transport curriculum;
• possess the physical ability to successfully complete Defensive Tactics;

• lift arms above head and kick as high as own waist;
• stabilize another person to accomplish a controlled take down;
• use arms, palms of hands, shins, and feet to deliver blows;
• withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
• rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
• get down on one or both knees and up again with multiple repetitions;

• will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
• must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
• seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
• demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
• must be able to travel, work various time schedules (Day and/or night) to include holidays and weekends.
• work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
• deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
• work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
• communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
• work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
• willing and able to travel;
• willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
• TB (tuberculosis) screening is required of all new employees upon hire.

The Ideal Candidate Will Have:

Experience with investigations, intelligence gathering, and operations in a correctional setting or law enforcement setting.

- OR -
A combination of education (Criminal Justice, Social Work, Sociology, Psychology, or similarly related field) and experience as defined above.

Knowledge of:

• department of Correction's policies and institutional operations and procedures;
• English grammar, spelling, and punctuation;
• the attitudes, problems, and behavior of incarcerated individuals;
• the methods, procedures, and practices of controlling and supervising inmates confined to a correctional institution;
• extensive knowledge in the use of physical force continuum and Use of Force Policy;
• effective methods of supervision.

Ability to:

• interpret and apply department policies and institutional post orders and procedures;
• plan, assign, and direct the work of others;
• promote teamwork;
• be a positive role model to staff and offenders;
• establish and maintain effective working relationships with offenders, correctional personnel, subordinate employees, and representatives of public and private agencies;
• effectively analyze situations, conduct investigations, and evaluate findings;
• remain calm during stressful situations and respond to emergencies quickly;
• maintain acceptable attendance while avoiding misuse of leave;
• maintain confidential information.

Functions:

• enforces Department of Corrections policies and institution IA's and procedures;
• determines appropriate action in emergency situations;
• conducts interviews with a variety of people, staff, and offenders;
• reviews officers' reports on offenders and offenders' activities;
• coordinates searches of inmate property for contraband;
• controls handling of evidence and immediate storage of contraband;
• investigates situations involving offender violations to criminal, administrate actions and aid in disciplinary hearing process;
• searches offender living areas as needed for contraband; prepares reports of findings;
• lead/participate in department initiatives and training;
• performs other work as assigned.
