Park County Government Job Postings ◄ Back to All Categories Public Health Emergency Preparedness Planner – Part-Time (20 hours a week) General Purpose: The Public Health Emergency Preparedness (PHEP) Planner is responsible for coordinating, developing, implementing, and evaluating public health emergency preparedness and response activities for Park County Public Health Agency. This position supports community readiness for public health emergencies, disasters, disease outbreaks, and other incidents through planning, training, exercises, collaboration, and response coordination. The position works closely with local, regional, state, tribal, healthcare, and emergency management partners to support compliance with Colorado Department of Public Health and Environment (CDPHE) and Centers for Disease Control and Prevention (CDC) preparedness requirements, including Public Health Emergency Preparedness (PHEP) and Cities Readiness Initiative (CRI) deliverables. (The following requirements are necessary to reasonably ensure Park County that the individual selected for this position will be able to perform the essential functions and tasks of the position.) Essential Duties And Responsibilities Develop, maintain, update, and evaluate public health emergency preparedness plans and annexes in accordance with federal, state, and local requirements Coordinate and support Public Health Emergency Preparedness (PHEP), Cities Readiness Initiative (CRI), and Strategic National Stockpile (SNS) planning activities Ensure all assigned grant deliverables, work plans, reports, and program requirements are completed accurately and on time. Maintain preparedness documentation and submit required materials through designated state systems and platforms Coordinate, facilitate, and evaluate public health drills, exercises, trainings, and real-world response activities utilizing Homeland Security Exercise and Evaluation Program (HSEEP) principles Develop After-Action Reports (AARs) and Improvement Plans (IPs) following exercises and response events Serve as liaison to emergency management, healthcare coalitions, first responders, schools, healthcare facilities, community organizations, and other response partners Represent public health at emergency preparedness and response meetings, committees, and regional coordination activities Participate in Emergency Operations Center (EOC) activations and public health emergency response activities as assigned for ESF 8 National Response Framework Assist in emergency risk communication and dissemination of public health information to community partners and the public Coordinate volunteer preparedness activities, including maintenance of volunteer databases and training support Support continuity of operations and continuity of government planning activities Maintain compliance with National Incident Management System (NIMS) and Incident Command System (ICS) requirements Participate in required trainings, conferences, workshops, and professional development activities Perform other duties as assigned Knowledge, Skills, And Abilities Knowledge of emergency preparedness principles, public health response systems, and incident command structure Ability to establish and maintain effective working relationships with community partners, staff, elected officials, and the public Strong written and verbal communication skills Ability to analyze information, identify problems, and develop practical solutions Ability to maintain confidentiality and appropriately handle sensitive information Ability to work independently and collaboratively in fast-paced or emergency situations Ability to speak effectively before groups and provide training presentations Strong attention to detail and organizational skills Responsibility for property, materials, money, and confidential information: This position is responsible for county-issued equipment including computers, communication devices, keys, and vehicles. The employee may have access to sensitive or confidential information related to emergency operations, preparedness planning, and protected public health information. All information must be handled in accordance with applicable laws, regulations, and county policies, including the Colorado Open Records Act where applicable. Physical Requirements and Work Environment Work is performed at a home office, public health office and field settings. Position may require occasional evening or weekend work, travel within the region, and participation in emergency response activities during disasters or public health incidents. Job Location: 825 Clark Street, Fairplay CO 80440 Qualifications Equivalent combination of education and relevant experience may be considered Bachelor’s degree from an accredited college or university in Public Health, Emergency Management, Homeland Security, Healthcare Administration, Environmental Health, Nursing, or a related field preferred Two years of progressively responsible experience in emergency preparedness, emergency management, public health, healthcare preparedness, or disaster response preferred Ability to manage multiple projects and deadlines with minimal supervision Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, Teams, and Outlook Ability to learn and utilize web-based reporting and emergency management systems Must pass a background check Valid Colorado driver’s license Miscellaneous Information Park County is an EEO Employer. #J-18808-Ljbffr Park County Government
