Classification Deputy Director, Department of Children Youth & Families Class Definition GENERAL STATEMENT OF DUTIES: Within the Department Children, Youth and Families to perform responsible administrative/executive duties in the planning, coordinating, directing and controlling the function of the various divisions; to serve as director of the Department Children, Youth and Families in case of the absence or inability of the Director to discharge the powers and duties of the office; to represent the Director at various meetings with community groups, state and federal officials, and provide executive leadership in the development of departmental policies and objectives; and to do related work as required. SUPERVISION RECEIVED: Works under the administrative direction of the Director with wide latitude for the exercise of initiative and independent judgement; work is reviewed through conferences and submitted reports for compliance with policy, provision of state and federal laws, rules, and regulations. SUPERVISION EXERCISED: Plans, supervises, directs, coordinates and reviews the work of departmental personnel.ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
To perform responsible administrative/executive duties in the planning, coordinating, directing and controlling the function of the various divisions. To serve as Director of the Department of Children, Youth and Families in case of the absence or inability of the Director to discharge the powers and duties of the office. To represent the Director at various meetings with community groups, state and federal officials, and to provide executive leadership in the development of departmental policies and objectives. To be responsible for the overall supervision of the department’s budget process. To inform agency officials of the Director’s decisions and recommendations on programs and policies and to ascertain the actions taken to implement those decisions and recommendations. To perform liaison work with health advocacy groups, parents, state departments, federal agencies, local governments and private providers of service to coordinate various services and maximize resources in developing programs. As assigned, to advise, guide and cooperate with various commissions and agencies of state and local governments on matters affecting the programs and regulations administered by the agency. As assigned, to conduct public hearings on such matters as may be under the agency’s jurisdiction. Within the Department of Children, Youth and Families, to be responsible for the development and implementation of management support systems to ensure the effective and efficient achievement of departmental policies, goals and objectives; to ensure that departmental resources are utilized in conformance with state federal laws, rules, and regulations. To be responsible for the evaluation of management and methods procedures within the department as to their effectiveness and efficiency, and to recommend future plans and budget allocation based on this evaluation. KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the principles and practices of governmental management as applied to budget execution, and control; a thorough knowledge of federal and state public welfare legislation; a thorough knowledge of office methods and procedures analysis and the ability to apply such knowledge; a thorough knowledge of the principles and practices of business administration; the ability to plan and direct the execution of fiscal and management and methods studies and the composition of reports thereon; the ability to plan, develop, coordinate, and supervise the work of staff engaged in performing departmental fiscal and administrative tasks; the ability to serve as the Director and to discharge the powers and duties of the office when authorized; the ability to establish and maintain an effective working relationship with community groups, state and federal officials, subordinates and superior(s); and related capacities and abilities.EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: Possession of Master’s Degree in Public Health, Social Work, Public Administration or Business Administration or a closely related field; and Experience: Such as may have been gained through: employment in an administrative position responsible for planning, developing and coordinating the overall management and fiscal services of a state department or large agency. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. Supplemental Information Supplemental Position Summary The administrative title for this position will be Deputy Director for the Department of Children, Youth and Families (Paygrade 45), with a working title of Executive Director for the Children’s Behavioral Health System of Care. In this role, the individual will provide executive leadership for DCYF’s children’s behavioral health programs and services and will lead the design, implementation, and oversight of initiatives that strengthen Rhode Island’s integrated behavioral health continuum for children, youth, and families. The position will support system transformation efforts by aligning services, funding strategies, and program implementation to expand access to community-based care and advance principles of equity, prevention, and wraparound support for children and families. The position is responsible for operationalizing the strategic priorities established by the Director of DCYF and ensuring the effective coordination, administration, and delivery of behavioral health services for children served by the Department. This role will work across DCYF divisions and in coordination with partner agencies, providers, and stakeholders to strengthen Rhode Island’s children’s behavioral health system and improve outcomes for children and families. The Executive Director will oversee the implementation of initiatives designed to strengthen Rhode Island’s children’s behavioral health continuum, with a focus on prevention, early intervention, and community-based treatment. Working across DCYF divisions and in coordination with partner agencies, including EOHHS, Medicaid, BHDDH, RIDE, Family Court, and community providers, the Executive Director will support efforts to improve coordination and access within the children’s behavioral health system of care so that children receive services in the least restrictive and most appropriate settings. Oversight of child behavioral health network. The position reports directly to the Director of DCYF. Key Responsibilities Strategic Planning and System Implementation Lead and support the implementation and continued development of Rhode Island’s Children’s Behavioral Health System of Care framework, mission, and long-term strategy, in coordination with partner agencies. Design, drive, and support implementation of system improvements related to children’s behavioral health services, including initiatives associated with federal consent decree requirements. Support the strategic priorities established by the Director of DCYF related to children’s behavioral health services. Align DCYF’s behavioral health policies and practices with the best national practices and evidence-based models of care. Operational Leadership and Oversight Managing ongoing engagement with community-based behavioral health providers to ensure alignment with the Department’s strategic goals and service expectations. Supporting the Director in providing negotiations and contracting strategies, helping to stabilize and strengthen Rhode Island’s children’s behavioral health provider network. Leading operational initiatives to expand Therapeutic Foster Care (TFC) and other family-based treatment models that allow children to return from high-cost out-of-state residential placements to services within Rhode Island. Coordinate with EOHHS, Medicaid, BHDDH, RIDE, Family Court, and other partners to strengthen the delivery of behavioral health services for children and families. Coordinating with EOHHS and Medicaid partners to support the implementation of payment models and service structures that strengthen the children’s behavioral health continuum. Monitoring provider capacity and service utilization trends to inform the Director’s strategic decision‑making related to system improvements. Support alignment between DCYF behavioral health initiatives and broader state efforts to improve access to care. Participate in cross-agency planning efforts related to children’s behavioral health services. Performance Management and System Improvement Monitor performance indicators related to children’s behavioral health services. Use data and outcome measures to inform system improvements and service expansion. Identify operational barriers that limit access to services and develop strategies to address system gaps. Required Education Master’s degree in one of the following fields: Social Work Business Administration Public Health Public Administration Or related field Preferred Qualifications Significant leadership experience in children’s behavioral health, child welfare, healthcare, or related human service systems. Demonstrated experience managing complex programs or service systems serving children and families. Experience coordinating across multiple agencies, providers, and service systems. Strong knowledge of behavioral health service delivery models, including community-based treatment and systems of care. Experience working with Medicaid-funded behavioral health services and provider networks. Demonstrated ability to lead organizational change and system improvement initiatives. Experience working within state government or public sector human services. Experience implementing large-scale behavioral health system improvements.
