Joint Fires Electromagnetic Warfare Planner
Celestar, a B&A Company, is seeking an experienced and versatile Electromagnetic Warfare Planner to provide research, analysis, and rapid plans support to address new and emerging situations and threats across the Indo-Pacific in support of U.S Indo-Pacific Command (USINDOPACOM) J3 Integrated Joint Fires Center (IJFC). This position is located at Camp H.M. Smith, Hawaii.

Responsibilities
You will provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM and USARPC senior leader consumption. You'll also provide research and analysis of various pertinent national security policies, military strategies, vulnerability assessments, threats, and intelligence assessments. This position will identify operational areas of concern, inform planning efforts, and help develop new concepts and identify new capabilities for Electromagnetic Warfare.
This position will work directly for the USPACOM JEMSO cell with primary responsibility and place of work embedded at USARPAC.
- Provide assistance with senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM and USARPAC senior leaders.
- Provide research and analysis of various EW-related national security policies, military strategies, and capability integration that support USPACOM operations and exercises with a specific focus on USARPAC-related operations.
- Utilize experience and knowledge to support Joint Electromagnetic Spectrum Operations (JEMSO) focused on USARPAC operations that will ensure freedom of action and mission assurance in all domains throughout the Indo-Pacific.
Requirements
- Bachelor's degree, in lieu of degree, at least 8 years of combined experience in Electromagnetic Warfare (EW) operations, capability development, and/or policy.
- At least 3 years of experience at a Combatant Command, Service Component, or equivalent HQ.
- At least 3 years of experience in the Indo-Pacific Area of Operations.
- Familiar with PACOM Theater Campaign Plan (TCP), Deliberate and Crisis Action Plans, and Operations Plans (OPLANS).
- Experience in writing reports, graphics, and information papers.
- Experience analyzing operational data.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
- Minimum 1 year of experience working with AI or Language Model (LM) tools in system administration, operational planning, or data analysis context.
- Must have an active Top Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.
Preferred
- Master's Degree and/or attendance at the Service Command and General Staff College.
- Background in U.S. Army JEMSO operations in the air domain.
- Experience coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense, and PACOM's Service Components, as well as non-DoD organizations such as DHS and the State Department.
- Graduate of Joint Electronic Warfare Theater Operations Course.
- Familiar with JEMSO applications and databases (FADE/MIST, CED, etc.)

- An active Top-Secret security clearance with SCI Access
