Supervisory Personnel Security Specialist

Summary This position is located in the Office of Security (OS), Executive Office for Immigration Review (EOIR), U. S. Department of Justice. Incumbent directs analysis, adjudication, and management of personnel security investigations, reporting, compliance and systems activities and provides expert technical guidance to management. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance. Responsibilities The duties and responsibilities include, but are not limited to, the following: Management of personnel security functions in support of on-boarding headquarters and court staff; Establishment and implementation of EOIR's Suitability for Employment program; Development, implementation, or provision of expert input to personnel security or adjudicative policies, procedures, programs, or standards; Initiation and administration of broad overall personnel security policies and procedures relating to the continuous security evaluation of all employees and visitors in EOIR; Provision of technical advice and assistance concerning national security clearances, investigative, standards, suitability determinations, and credentialing requirements to leadership and administrative personnel throughout all EOIR components; Direction of the work of a staff consisting of para-professional, administrative, technical and/or support personnel; Evaluation of the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity standards, procedural, policy, and regulatory compliance, and technical proficiency; Coordination of the planning, monitoring, and reviewing work, aligning resources, as well as the administrative and personnel management functions; Supervision of background investigations initiations to determine eligibility for access to classified national security information or assignment to positions requiring public trust determinations; Participation in interagency working groups and committees responsible for reviewing and developing personnel security policies, standards, and criteria. Requirements Conditions of Employment Qualifications To qualify for the position of Supervisory Personnel Security Specialist, at GS-0080-14, you must meet the basic qualification requirements listed below. MINIMUM QUALIFICATION FOR THE GS-14 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service performing the following: Formulating, managing, implementing, and administering personnel security policies and procedures; AND Developing and presenting training information or facilitating discussions about issue cases and related matters with other employees or with other personnel security professionals at training events and similar group settings; AND Overseeing reviews of results of national security and public trust investigations of contract and federal personnel in connection with employment or continued employment; AND Overseeing the development of justifications to support decisions involving complex adjudicative issues; AND Experience in managing personnel security program activities; AND Demonstrated ability to apply new developments and innovative solutions to a variety of highly complex and extremely sensitive security problems.
