Position Summary The DPSCD is seeking an experienced individual(s) to fill the above stated Program Associate, Assistant Compliance Officer for Custodial Services position. The individual(s) must have the skills required to execute operational related activities to maintain regulatory and contractual compliance in building custodial services and building cleanliness. The Assistant Compliance Officer for Custodial Services will be responsible for reviewing the Custodian Vacancy Report, monitoring cleanliness, reviewing cleanliness standards, analyzing Custodian Cleanliness Reports, analyzing staffing levels, and responding to the concerns of principals. The qualified candidate will monitor the performance of contractors responsible for maintaining the cleanliness of District property. This candidate will also assist with implementing corrective action plans for contractors to take address deficiencies in services that align with its contract. This position requires a daily presence in schools monitoring the performance of services being delivered and inspecting compliance activities of contractors. Excellent attendance required. The Assistant Compliance Officer will ensure custodial cleaning standards meet District expectations and recognized industry standards, including APPA cleaning standards where applicable. The position conducts routine quality assurance inspections, compliance audits, and operational assessments to evaluate contractor performance, identify deficiencies, and support continuous operational improvement. The successful candidate must demonstrate the ability to build collaborative relationships with principals, contractors, District leadership, and school staff while maintaining high standards of customer service and professionalism. Minimum Qualifications Requires a High School Diploma or an acceptable equivalency diploma (GED), and eight (8) years of experience in Custodial Services and/or building operations in a school or hospital setting with a minimum of three (3) years of supervisory experience. Bachelor's Degree preferred. Management of custodial teams, contractors, or staff assigned to custodial and/or maintenance work Knowledge of AHERA and MIOSHA and preferred experience safety standards Take pride in work: project a positive and professional image to the students, staff and public Ability to work under pressure. Superior organizational skills - ability to multi-task, take initiative, and work under pressure Must have excellent communication, problem solving, decision making and follow-through skills Must demonstrate confidentiality, discretion, and sensitivity Microsoft Office Suite Qualtrics or a similar survey tool Demonstrated experience managing custodial operations within large institutional facilities such as K-12 schools, colleges, universities, hospitals, municipal facilities, or commercial campuses. Strong customer service and relationship management skills with the ability to professionally resolve concerns from school administrators, staff, contractors, and community stakeholders. Demonstrated leadership skills with the ability to coach, mentor, develop, and hold employees and contractors accountable for performance expectations. Knowledge of custodial budgets, supply utilization, inventory controls, and cost-effective operational practices. Strong organizational and project management skills with the ability to prioritize multiple assignments while meeting deadlines. Essential Functions Under the direction of the Program Supervisor Compliance Officer for Custodial Services, the Program Associate, Assistant Compliance Officer for Custodial Services will supervise a team of inspectors for building cleanliness and supervise District custodial staff employees Investigate requests or problems where applicable and oversee work activities as required Monitor contractor KPIs for compliance and submit qualitative and quantitative reports to support findings and/or recommendations Coordinate special projects within work area. Alert district personnel of work to be completed and its impact, if any, on other work in the area Coordinate and arrange for cleaning services to be provided with a minimum of interference and so as not to inconvenience district operations, staff, students, and visitors Provide afternoon, evening, and weekend inspections, both scheduled and random, to guarantee and improve quality of service and provide comprehensive reports and analyses of cleaning performance Conduct routine facility inspections, quality assurance reviews, and operational compliance audits to verify contractor performance and ensure corrective actions are effectively implemented and sustained Must be willing to work alongside members of the housekeeping staff several days per week as well, for training and quality control purposes Ensure proper inventory of equipment, i.e., vacuum cleaners, floor maintenance equipment, brooms, dusters, mops, etc. are available and maintained in good repair Monitor equipment utilization, preventive maintenance schedules, repair needs, and replacement requirements to maximize operational efficiency and equipment life Order and maintain inventory of paper products for the District Monitor custodial supply inventories, evaluate consumption trends, and promote cost-effective utilization of custodial materials and supplies Oversee inventory delivery and pick up process for all paper products Identification of system deficiencies, develop recommendations and execute correction actions Conduct root cause analyses of recurring operational deficiencies and recommend sustainable corrective actions that improve long-term service delivery Capture, update and report compliance related data for accuracy and completely Analyze inspection data, staffing levels, contractor performance metrics, complaint trends, and operational data to support management decision-making and continuous improvement initiatives Work in conjunction with other Facilities operations staff to ensure the highest standards are met within the schools Monitor compliance with OSHA, MIOSHA, District safety policies, environmental regulations, and established custodial operating procedures Additional Essential Functions Conduct routine facility inspections and quality control evaluations to verify compliance with contractual cleaning standards and District expectations Prepare written inspection reports documenting findings, contractor performance, compliance trends, and recommended corrective actions Assist in evaluating contractor staffing levels, workload distribution, and operational performance to improve service delivery across assigned schools Support the development and implementation of operational improvements that enhance custodial efficiency, safety, and service quality Work Environment Frequent travel between District facilities throughout the workday Exposure to cleaning chemicals, custodial equipment, and active maintenance operations Daily walking through occupied school buildings, custodial spaces, and mechanical areas Occasional lifting and movement of custodial equipment and supplies Security Clearance Internal Applicants: If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
