Senior Project Controls Analyst - Cost & Budget (Capital)

PADCOM Design & Construction Management Services LLC is seeking a Project Controls Specialist III (Cost Analyst) to support a major capital construction program in the Los Angeles area. This is a contract assignment with an anticipated start in June or July 2026. About PADCOM PADCOM is a certified DBE/SBE/MBE/LBE/LSBE construction and program management firm headquartered in Cerritos, California. We provide program management, construction management, and project controls services to public agencies across aviation and public infrastructure, including LAWA, LACMTA, LACCD, and LACDPW. Position Overview The Project Controls Specialist III will maintain and manage the accuracy and integrity of project budgets and financial forecasts across a portfolio of capital projects, ensuring compliance with established cost management procedures and policies. Responsibilities Maintain and manage project budgets and financial forecasts in accordance with cost management policies Collaborate with Project and Construction Managers to draft white papers for project establishment, re-baselining, and capital funding Participate in monthly Estimate at Completion (EAC) reviews and provide in-depth variance analysis Allocate and manage Estimates to Complete (ETCs) for change orders, task orders, vendor portal requests, and PBAs Participate in change management and risk assessment meetings to analyze cost trends, risks, and exposures Perform monthly reconciliation of budget and costs to ensure month-end reporting accuracy Track and analyze cost trends and mitigation plan effectiveness against actuals and forecasts Review project budgets and expenditures across multiple funding sources Coordinate with scheduling teams to assess cash flow and schedule impacts on cost Examine staffing plans to identify resource demand peaks and recommend cost-effective leveling strategies Assist in preparation and validation of contract amendment exhibits, task order requests, change orders, and PBAs Generate detailed financial and budget reports using Proliance, Deltek Costpoint, and standard office tools Serve as primary contact for College financial information requests from CPLT and the PMO Administer budget transfers, financial closeouts, contract requests, purchase requisitions, amendments, PBAs, and change orders Oversee review and approval of contractor and consultant payment applications Minimum Qualifications 5 to 10 years of professional experience in program or project controls on a construction program BS/BA in Engineering, Construction Management, Business, or related degree (additional qualifying experience may substitute on a year-for-year basis) Experience working through the entire project lifecycle Working knowledge of cost and schedule management, earned value management, change management, forecasting, and risk assessment Ability to present data clearly and professionally to management Exceptional written and verbal communication skills Ability to adapt in a fast-paced environment and work effectively as part of a team Preferred Qualifications Advanced Excel skills Proliance, Data Warehouse, or other large capital program systems Educational facility (K-12 or higher education) construction experience How to Apply Submit your resume through LinkedIn or email View email address on click.appcast.io PADCOM is an equal opportunity employer. #J-18808-Ljbffr PADCOM Design and Construction Management
