Summary of Duties

As an Employment & Training Program Analyst (Operations & Policy Analyst 3) you will:

• Assist Department managers in the development, analysis and implementation of SNAP E&T programs and services.
• Administer, coordinate, and develop a variety of E&T service components which serve families who are living in poverty.
• Develop program plans, policies, procedures, and policy-related materials that will contribute to participant and family self-sufficiency, meet federal and state requirements, legislative intent, budget limits, and department core values and principles.
• Monitor performance, evaluate findings and prepare comprehensive reports and recommendations for Executive Staff.
• Perform project management and complete legislative analyses.
• Serve as a resource for coaching and training of local office staff to ensure the department's mission, goals and core values are met.
• Be involved in significant collaboration with other agencies and provide technical assistance and recommendations to partner agencies.
• Collaborate with program partner agencies and ODHS staff to answer questions and collect information on policy and program needs.
• Review reports, data and budgets of partner organizations to provide technical assistance advice with regard to those functions that fall under the umbrella of the department’s program responsibility.

Minimum Qualifications

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
  OR;
• Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

• Experience using analytical tools, reports, spreadsheets, databases, tracking systems, or other technology to support analysis, program oversight, decision-making, or implementation.
• Demonstrated ability to work effectively with people and organizations with different perspectives, priorities, and areas of expertise.
• Demonstrated ability to identify opportunities for improvement and move beyond identifying problems to developing, implementing and evaluating solutions.
• Demonstrated ability to move work from analysis and planning through implementation.

Working Conditions

• Your typical work schedule will be 8 a.m. – 5 p.m., Monday – Friday. Your hours of work may fluctuate based on service needs.
• Additional work hours may be required occasionally, which is accrued as straight time only (this position is not eligible for overtime).
• This is a hybrid position. Majority of your work can be conducted with the option of in office or remotely with occasionally required travel.
• You will have occasional in state travel for the purpose of connecting with partners and ODHS district leadership. On rare occasions, you may have overnight travel.
• The ability to report to a local branch office may be required when training, business or operational needs are dependent on onsite activities. Travel expenses are not provided, nor reimbursable for remote work employees per travel policy paragraph 105:
• Regular contract with ODHS staff, partners, providers, interest holders, and customers in person and over the telephone.
• A valid driver’s license and acceptable driving record are required for this position. If no driver's license, must be able to provide alternate method of transportation.
