Contract Specialist V Location: Austin, TX – 701 W 51st St. Texas Health and Human Services Commission (HHSC) seeks a Contract Specialist to support IHSS Programme. Responsibilities Contract Management (40%) – manage IHSS contracts, assess risk, monitor contractor performance, enforce contract terms, and maintain documentation. Contract Development (20%) – draft and amend contracts, prepare scopes of work, negotiate terms, and ensure compliance with state and federal policies. Monitoring (20%) – track expenditure and performance data, analyze results, and recommend actions to agency staff. Communication (10%) – serve as single point of contact, provide consultation, resolve non‑compliance issues, and handle contract extensions and renewals. Training (5%) – deliver technical assistance and training, identify training needs, and guide participants. Other duties (5%) – analyze procurement legislation, act as subject‑matter expert in workgroups, and support disaster response or continuity operations as required. Qualifications Graduate from an accredited four‑year college or university; or possess equivalent state‑level contract experience (two years per college year). Experience in state contract development, management, or oversight (preferred). Knowledge of state and federal contracting regulations, IHSS delivery system, and public‑administration practices. Strong project‑management, problem‑solving, data‑analysis, and written‑communication skills. Ability to handle multiple priorities, work independently, and drive process improvements. Proficiency with governmental financial and contract‑management systems (e.g., CAPPS, SCOR, Excel). Certified Texas Contract Manager (CTCM) or attainment within six months of hire. Required Skills & Abilities (KSAs) Knowledge of state and federal laws, policies, and IHSS services. Project‑management and change‑leadership abilities. Analytical skills for complex data sets and report writing. Clear communication to diverse audiences, orally and in writing. Capability to build and maintain working relationships with stakeholders. Independent, sound technical decision‑making and mastery of sophisticated software.
