CDOC - Liaison V (Equity, Diversity and Inclusion Coordinator).

Department Information This position is open to Colorado state residents. This posting may be used to fill future vacancies at this location. The position is eligible for Flexible Work Arrangements (FWA) after the initial training period. The FWA includes a hybrid workplace which is partly remote (work from home) and partly in office at CDOC Headquarters located in Colorado Springs or at the Denver Parole office. Correctional Officers I-IV qualify as "Safety Officers" and are eligible for increased PERA benefits Medical and dental health plans Short and long term disability coverage Paid life insurance 11 paid holidays per year plus vacation and sick leave Wellness program, tuition reimbursement, training opportunities and more Visit State of Colorado Employee Benefits for more information Description of Job The Equity, Diversity and Inclusion Coordinator (EDI) will effectively integrate equity, diversity and inclusion into the work of CDOC, working closely with agency leadership, to shape plans and strategies that align with department goals, focusing on long term trends and outlook, pushing innovative and effective strategies to improve equity and efficiency. Primary Job Duties and Responsibilities Identify strategic opportunities to improve the Department's performance Facilitate and coordinate agency strategic planning and prioritization in the areas of diversity, equity and inclusion Responsible for the oversight of the Equity, Diversion and Inclusion Unit Working collaboratively with the Executive Team and department leadership ensuring that the strategy is communicated and easily understood by all throughout the organization Design strategies, develop work processes, monitor operations, and tailor program guidelines Plan, execute and evaluate program effectiveness to further agency goals; analyze, provide strategic planning and problem solving within EDI Collaborate with Human Resources to develop strategic hiring and retention efforts to attract and retain a highly talented, diverse workforce Propose, develop and deploy initiatives to create a pipeline and broaden the department's outreach to diverse, qualified candidates Coordinate diversity programming at CDOC in addressing all dimensions of diversity and inclusion Advise the Executive Team and agency leadership on initiatives and issues related to equity, diversity, inclusion and agency climate as it relates to staff, identifying opportunities for agency improvement Managers and peers external to the agency rely on this pacesetter when making decisions regarding the direction that the program should take Ensure the development and communication of related agency policies, standards and procedures. Serves as an advocate, mentor and resource for concerns and issues related to diversity and inclusion Establish effective modes of communication about ongoing equity, diversity and inclusion Authorized to take action and issue expert opinions that provide direction for further action by others Serve as an advocate, mentor and resource for concerns and issues related to diversity and inclusion Form and cultivate strategic partnerships with individuals and organizations outside the agency to help further its diversity agenda Create and implement communication strategies and content management for training, web resources, social media and print materials to support diversity inclusion and related initiatives Other duties as assigned Minimum Qualifications Eight (8) years of experience as a program coordinator which MUST include at least 1 year of managing a program. Education A combination of education from an accredited college or university and/or relevant experience as listed above equal to eight (8) years which MUST include at least 1 year of managing a program Experience working on a team that focuses on Equity, Diversity, and Inclusion in the workplace Oversight of a program to include quality assurance monitoring and ensuring adherence to regulations and quality performance Oversee and ensure measurements, business outcomes, and data supporting the program Managing or coordinating a program Required Competencies Must have strong personal accountability, and the ability to build excellent working relationships with a team, peers, and stakeholders Ability to collaborate with facility wardens and build partnerships with industry leaders and employers High level of integrity Detail-oriented and highly accurate Ability to handle a large work load Strong oral and written communication skills Strong interpersonal and communication skills including coaching, conflict resolution, facilitation, and negotiation Excellent customer service skills Ability to maintain a high level of confidentiality and work with highly sensitive data and information Fluency in Microsoft Office Suite (Word, Excel, Access, PowerPoint) and Gmail Working knowledge of federal, state, and local employment laws, regulations, statutes, and rules Ability to work in a fast paced, quickly changing environment Self-control, a strong sense of ability to work in stressful, potentially violent situations Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift Tolerance to stress, confinement, and high-stakes interaction Preferred Qualifications Experience working on a committee that deals with Equity, Diversity and Inclusion Proven experience in developing and executing multi-year strategic roadmaps within a large, complex organization Experience utilizing data-driven metrics to track and pivot strategic DEI(B) initiatives Knowledge of continuous improvement, outcome-based assessment, and program evaluation techniques Ability to work with the general public, professionals, consultants, and staff, with sensitivity to their needs, priorities, promises made, and commitments Successful record of influence, community building, networking, and deploying effective programs for the advancement of diversity and inclusion A demonstrated commitment to diversity, equity, inclusion and working with broadly diverse communities Important Information Use of artificial intelligence (AI) tools, including language models, to create, write, or alter any portion of responses throughout any step of the assessment process may result in the disqualification of an applicant. Drivers must maintain a valid, non-restricted Colorado driver’s license, obey traffic laws, and be able to safely operate a motor vehicle. State drivers are expected to maintain a safe driving record consistent with Colorado Division of Human Resources Universal Policy Driving Standards. Eligibility to drive a State-owned vehicle, includes holding a valid Colorado driver’s license within 30 days of employment or residency change and meeting specific driving record criteria. Serious traffic violations, including DUIs or reckless driving, can disqualify drivers for up to seven years. All State Vehicles are monitored by telematics for safe operation and employees have no reasonable expectation of privacy while using an agency State Fleet vehicle. Possess a high school diploma or GED Have no felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior, in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. Applicants must be legally eligible to work in the United States to be appointed to this position. CDOC uses e-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States. CDOC does not sponsor non-residents of the United States. Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics. Possess the physical ability to successfully complete Defensive Tactics Lift arms above head and kick as high as own waist Stabilize another person to accomplish a controlled take down Use arms, palms of hands, shins, and feet to deliver blows Withstand impact (slow speed or with a safety bag) on own body from strikes/blows Swing a baton in a striking technique Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic Get down on one or both knees and up again with multiple repetitions Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently Work in situations involving assaultive behavior, physical control of another person and/or restraint situations Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders Communicate by talking, listening and/or signaling people to convey or exchange information, assignments Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings Willing and able to travel Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule TB (tuberculosis) screening is required of all new employees upon hire Supplemental Information After submitting an application, you should receive an email acknowledging your submission.
