Our team of 40+ professionals delivers renovations, repairs, MEP upgrades, Design-Build (DB), and Design-Bid-Build (DBB) projects on active federal installations and facilities across Maryland, Virginia, Washington DC, Pennsylvania, Florida, Indiana, and Washington State.

\n \nPOSITION OVERVIEW
\nCJW is seeking an experienced Project Manager to lead federal construction projects from contract award through final closeout, financial reconciliation, and client performance evaluation. The Project Manager is the single point of accountability for scope, schedule, budget, quality, safety, and client satisfaction, and plans, directs, and coordinates all project activities in line with company procedures, contract requirements, and federal regulations.
\n \nKEY DUTIES & RESPONSIBILITIES
\n1. Contract Award Transition & Pre-Construction
\nFrom the day of award, you take ownership of the project from the estimating team and move it quickly into a construction-ready state.
\n- \n
- Bid-to-award transition Receive and organize the bid package, review all drawings and specifications cover to cover (with close attention to Division 1), and flag drawing/spec discrepancies for early RFIs. \n
- Proposal review and negotiation Review bid-day subcontractor and vendor proposals for scope completeness, exclusions, and budget gaps; negotiate and document agreed scope in writing; finalize selections within the first week after award. \n
- Bonds and insurance Notify the Contract Manager within one business day of award and confirm that performance and payment bonds and insurance reach the Contracting Officer within 10 calendar days. \n
- Baseline schedule Engage the P6 scheduler within one business day of award; provide durations, phasing, long-lead items, and client milestones; validate constructability with the Superintendent and key subcontractors. \n
- Team and access Assign and confirm the Superintendent, QC Manager, and SSHO; coordinate personnel letters, SECNAV 5512 / HSPD-12 access lists, and installation access; lead the internal kickoff and the government pre-construction meeting. \n
2. Division 1 Submittals & Delivery-Method Execution
\nYou drive the critical Day 11–30 window after Notice to Proceed and manage the design and submittal path for both delivery methods.

- Division 1 package Prepare and submit, on or before Day 30 after NTP, the baseline CPM schedule, Construction Quality Control (CQC) Plan, Accident Prevention Plan (APP), Schedule of Values, and remaining Division 1 items (List of Contact Personnel, Waste Management, Environmental Protection, Site Plan, IAQ where applicable, and the Submittal Register). \n
- Design-Build Manage the Designer of Record through 35%, 65%, 95%, and 100% IFC design milestones; identify and release long-lead items by 65% design; route government comments through formal change management rather than absorbing scope. \n
- Design-Bid-Build Build the full submittal register from the specifications, identify long-lead materials in the first two weeks, verify constructability of the issued design, and document existing conditions at mobilization to protect against differing-site-condition exposure. \n
- Trade submittals Enforce subcontractor submittal deadlines and track every item through government approval in RMS, eCMS, Kahua, PIEE, or Procore, as designated by the contract. \n
3. Subcontractor & Procurement Management
\nYou buy out the project and hold subcontractors and suppliers accountable for scope, schedule, and quality.
\n- \n
- Prepare, issue, and execute all subcontracts and purchase orders through CJW's standard contract tools. \n
- Direct the Superintendent on day-to-day field priorities and hold subcontractors to their committed activity dates. \n
- Review and approve subcontractor and vendor pay requests against verified progress; manage scope changes and back-charges. \n
- Ensure subcontractor compliance with Davis-Bacon requirements, safety obligations, and insurance requirements. \n
4. Schedule, Cost & Financial Control
\nYou own the project's financial and schedule performance and keep management and the client accurately informed.
\n- \n
- Monitor and control the budget, forecast costs, and identify and mitigate cost and schedule risk throughout the project. \n
- Ensure the P6 schedule is updated monthly, reflects actual progress against baseline, and is submitted to the client on time with a variance narrative and recovery plan where needed. \n
- Prepare monthly pay applications with all required backup and NAVFAC/agency supporting documents; confirm billing never runs ahead of the schedule's earned progress. \n
- Ensure weekly certified payroll is submitted for the life of the contract under the applicable Davis-Bacon wage determination. \n
- Present project progress and financial status to CJW management bi-weekly with the required reports. \n
5. Changes, Modifications & Claims Avoidance
\n- \n
- Identify, document, price, and negotiate change orders, contract modifications, and Requests for Equitable Adjustment (REAs) with complete subcontractor proposals and supporting field records. \n
- Track every change and modification through execution and maintain a current change-order log and contract-value reconciliation. \n
- Manage RFIs, prioritizing critical-path items, and maintain contemporaneous records that support time-extension and cost-recovery positions. \n
6. Quality, Safety & Compliance
\nWorking closely with the Quality Control Manager and Site Safety and Health Officer, you make sure every project meets federal quality, safety, and environmental requirements.

- Support the CQC Plan and three-phase control process (Preparatory, Initial, Follow-Up) for every Definable Feature of Work; respect the QC Manager's independence on quality acceptance decisions. \n
- Support the APP, Activity Hazard Analyses, and a zero-incident safety culture consistent with EM 385-1-1 and OSHA; treat a safety lapse as a project-control failure. \n
- Maintain project records in compliance with contract, CMMC Level 1, and federal documentation requirements. \n
7. Client Relations & Reporting
\n- \n
- Serve as CJW's primary point of contact with the Contracting Officer, COR/ROICC, end users, and designers; attend or lead weekly progress meetings. \n
- Manage risk proactively: escalate issues to management with proposed solutions, not just problems. \n
- Represent CJW professionally at all times on active installations, following ATFP, badging, and security protocols. \n
8. Closeout, Final Billing & CPARS
\nYou see every project through to a complete and orderly finish.
\n- \n
- Begin O&M compilation at approximately 80% completion; drive turnover, testing, punch list, and final inspection to Beneficial Occupancy. \n
- Coordinate with the QC Manager to submit as-builts, O&M manuals, warranties, and all closeout documents. \n
- Complete final billing, obtain releases of claims, close out every subcontractor and vendor commitment, and reconcile all financial obligations. \n
- Drive performance to earn an EXCELLENT or VERY GOOD CPARS rating and formally request the final evaluation. \n
9. Leadership & Team Development
\n- \n
- Direct, evaluate, and mentor the Superintendent, SSHO, Assistant Project Managers, and project engineers assigned to your projects. \n
- Model CJW's standards of professionalism, integrity, and accountability, and support company procedures and continuous improvement. \n
MINIMUM QUALIFICATIONS
\n- \n
- Bachelor's degree in Construction Management, Civil or Mechanical Engineering, or a related field (equivalent experience considered). \n
- 8+ years of direct project management experience on federal government construction projects, preferably with NAVFAC and/or USACE. \n
- Demonstrated success managing multiple concurrent projects in the $1M–$25M+ range under DB and DBB delivery. \n
- Working knowledge of FAR/DFARS, the Davis-Bacon Act, UFGS specifications, and Division 1 submittal processes. \n
- Strong command of construction cost, scheduling (CPM), estimating, purchasing, and contract administration principles. \n
- USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certification, or ability to obtain it within 90 days of hire. \n
- OSHA 30-Hour Construction certification. \n
- U.S. citizenship; ability to pass a background check and drug test and obtain SECNAV 5512 NAC / HSPD-12 and federal installation access. \n
PREFERRED QUALIFICATIONS
\n- \n
- EM 385-1-1 40-Hour training; PMP, CCM, DBIA, or PE credential. \n
- Experience on Navy installations in the DC Metro / Mid-Atlantic region (e.g., Indian Head, Dahlgren, NRL, Norfolk, Quantico) and with GSA, NIH, NIST, FBI, or Air Force facilities. \n
- Design-Build experience and MEP systems knowledge (boilers, HVAC, elevators, fire protection, water distribution). \n
- Joint-venture project experience. \n
- Proficiency with Primavera P6 (or other CPM software), RMS/eCMS, Kahua, PIEE, and Procore. \n
