Position Description General Purpose Under general supervision, plans, organizes, and participates in a small, highly focused program or assists in administering elements of larger specialized programs; or, performs responsible financial, statistical, contract, procurement, budgetary and other journey level management analyses in support of the development and administration of central and district operations. Distinguishing Characteristics Management Analysts function as administrative generalists or in highly specialized areas and are distinguished by their responsibility for independent analysis and ability to recommend the solution to management problems within a legal environment. Incumbents perform difficult and responsible work in planning, implementing and evaluating highly focused programs, assisting in administering large programs, or coordinating elements of an administrative operation. Work is performed with a significant degree of independence and requires skill in interacting with all levels of management and judicial officers to obtain information, often of a sensitive and confidential nature, necessary for development and administration of assigned program responsibilities. Management Analyst is distinguished from Senior Management Analyst in that an incumbent in the latter class is responsible for a wider spectrum of court-wide assignments involving difficult and complex analyses on issues requiring independent judgment based upon broad background and experience in developing, monitoring and administering large scale, complex budgets, funds and programs. Management Analyst is distinguished from Financial Analyst in that the latter class focuses on budgetary and financial analyses and program responsibilities. Examples Of Essential Duties, Responsibilities, And Skills Researches, develops, recommends and implements program plans to meet established goals for an assigned program or program element; participates in developing program designs, budgets, features and metrics; develops and recommends associated program policies and operating and administrative procedures; develops an annual work program and calendar; plans, organizes and implements work activities to meet established overall program goals and objectives; analyzes alternative methods or processes to meet program and service delivery goals; ensures program compliance with all applicable court or state requirements. Participates in the planning, development, implementation and administration of operations including contracts, procurement and facilities operations; performs difficult and responsible assignments in connection with area of responsibility, with direction. Prepares request for proposals and invitations for bids, coordinates and participates on evaluations committees to review submitted bids, conducts bidder conferences; coordinates the approvals for requests for proposals/invitation for bids with appropriate managers, county counsel, and executive staff; negotiate legal and operational terms and conditions; meet and confer with contractors to ensure compliance with contract requirements and participate in the development of procedures and standards for all contracts to ensure compliance with county, state and federal statutory requirements. Maintains and reports on program activities and performance results data; monitors conformance with program requirements; assists in tracking program expenditures; assists in fund raising activities or in activities to secure additional funding. Coordinates or assists in coordinating program activities with other staff and outside agencies; participates in developing program partnerships, where applicable, with external agencies and organizations; assists in development of agreements for multi-agency efforts. Completes special planning and research projects for judicial officers and the court as assigned, including strategic plans, analyzing impact on court-wide policy changes, writes and edits policy and procedure manuals and grant reports and acts as technical writer for judicial projects. Develops and utilizes spreadsheets, databases and other computer applications required to carry out assigned studies, projects and reports. Plans and conducts program outreach and promotional activities for assigned programs; develops information, outreach and educational materials, including brochures, information packets, flyers, guides, handbooks, manuals and other documents; plans and conducts or assists in conducting program and/or events, including planning and carrying out event/activity logistical arrangements; makes presentations to community, neighborhood, business and school groups on assigned program. Provides information and technical assistance to other agencies and organizations; coordinates with other agencies for information sharing and community education; responds to requests for information regarding program activities or requirements; represents the Court in meetings with outside agencies regarding program issues. Performs research and analysis of issues applicable to assigned projects and programs; organizes, summarizes and presents information on development/implementation issues; develops and maintains databases for tracking various aspects of assignments and prepares required statistical reports. Coordinates centralized information, referral and assistance services applicable to assigned program. May maintain a library of program information for staff use. Other Duties Performs a wide variety of administrative duties in support of program and district activities, including coordinating mailings and ordering and distributing supplies. Provides lead work direction and guidance to other professional or administrative staff providing assistance on assigned projects. Staffs or assists in staffing advisory committees associated with program functions; participates on various administrative committees as assigned. Assists with community revitalization and stabilization program activities; organizes community events to increase community awareness and collaboration on program issues; participates in community-planning processes in areas of assigned responsibility. Develops or assists in developing grant applications for program funding; drafts and monitors contracts for community services; monitors grantee performance to ensure conformance with program requirements. Recruits and coordinates the work of program volunteers. Performs other Court-related duties as assigned. Knowledge of Principles, practices and methods of administrative, program, organizational, economic and procedural analysis. Basic principles and practices of program/project planning and management. Principles and practices of public administration, including purchasing, contracting and maintenance of public records. Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility. Principles and practices of sound business communication and correct English usage. The uses and operations of computers and standard business software Basic principles and practices of public outreach and involvement, including marketing principles and practices. Ability to Analyze assigned program, administrative and operational issues, evaluate alternative and reach sound logical, fact based conclusions and recommendations. Collect, evaluate and interpret appropriate and applicable data, either in statistical or narrative form. Coordinate program activities with multiple stakeholders to ensure agreement and consensus. Apply sound, creative problem solving techniques to resolve difficult program issues and problems; present conclusions and recommendations clearly, logically and persuasively. Understand, interpret, explain and apply laws, regulations, ordinances and policies applicable to assigned program responsibilities. Understand, interpret and respond to internal and external customer needs and expectations. Prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience. Communicate clearly and effectively in English. Ensure the maintenance of all required files, records and documentation. Exercise independent judgment and initiative within established guidelines. Exercise tact and diplomacy in dealing with difficult and sensitive people, issues and situations. Establish and maintain effective working relationships with judicial officers, Court and County employees, members of the public and others encountered in the course of work. Qualifications Selection Requirements: To qualify, applicants must meet one of the following options: Option i One year of full-time experience as a Superior Court of California, County of Los Angeles Management Analyst Intern. Option ii Graduation from an accredited four-year college or university with a major in business administration, public administration, human resources, management, accounting, finance, economics, marketing, communications, English or a closely related field –AND- One year of recent full-time responsible experience defining, analyzing, and making recommendations for the solution of problems relating to program, organization and/or other management problems and assisting in the implementation of the solutions at the level of Superior Court of California, County of Los Angeles Administrative Assistant II or higher. Degree Verification: A legible copy of your diploma –OR- original official transcripts with the degree posted from the college or university must be submitted in person or by mail to the Human Resources Administration office located at 111 N. Note: Experience at the level of Administrative Assistant II is defined as performing duties and responsibilities which include, but are not limited to: responsible and specialized administrative support functions; plans, organizes and coordinates activities to assist management; serves as a project manager for a variety of special projects; coducts studies and analyses and makes recommendations to resolve organizational, procedural, systems and other problems and issues; creates and maintains specialized reports, records, and files required in connection with a division or office process; compiles data and prepares, formats and generates statistical reports; interacts with Administrators, staff and the public on technical matters. Licenses; Certificates; Special Requirements A valid California Class C driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. Examination Information Part I: Qualifying evaluation of education, training and experience based on application information and supplemental questionnaire. Part II: Written examination, weighted 50%, covering written comprehension, English usage, computer usage, logic and reasoning, organizational skills, arithmetic and interpersonal skills. Part III: Oral interview, weighted 50%, covering education, experience, critical analytical ability, and general ability to perform the duties of the position. Applicants must achieve a minimum score of 70% on each part of the examination in order to be placed on the eligible list. Benefits MegaFlex Benefit Plan – Benefits may be purchased using a tax free monthly benefits allowance of 14.5% - 17% of the employee's monthly salary or $1,200.00, whichever is greater. The percentage amount received is based on employee's years of service. If the monthly cost of the benefits selected is less than the monthly allowance, the employee receives the difference as additional taxable pay. Medical, dental, disability, life and AD&D insurance, annual leave, and health and dependent care spending accounts are available in MegaFlex. Savings Plan (401k) – Optional tax-deferred income plan that includes a County match up to 4% of employee's salary. Deferred Compensation Plan (457) – Optional tax-deferred income plan that includes a County match of up to 4% of employee's salary. Leave Time – Instead of traditional sick and vacation leave, employees earn 10 days of annual leave per year and may buy up to 20 additional days of annual leave. Holidays – 13 days per year. Bereavement leave. Retirement Plan – A retirement plan is provided to full-time employees. If the candidate is a "new member" of the County's defined benefit plan (LACERA) on or after January 1, 2013, that person's pension will be limited under the Public Employees Pension Reform Act (PEPRA). For these purposes, a "new member" is someone who first becomes a member of LACERA on or after January 1, 2013 - that is, someone first employed by the County on or after December 1, 2012 - unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. The Commuter Benefit Plan (CBP) – Allows employees to pay for eligible public transit expenses using pre-tax dollars (up to IRS limits).
