The Systems Analyst I/II serves as both a technical steward and business process administrator for City enterprise systems and applications. This position plays a key role in ensuring permitting, planning and property systems remain available, reliable, and aligned with the evolving needs of City departments. You will work closely with department stakeholders, technical teams, and vendors to translate business needs into system solutions, maintain operational stability, and drive continuous process improvement.
The level and amount at which the successful candidate will be hired depends on their qualifications and experience. The 2026 target hiring ranges and full pay ranges for each level are:

GENERAL SUMMARY Under specified supervision, performs systems analysis, systems support, and IT project management.
Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience. The Software Developer II is flexibly staffed with the Systems Analyst I. Systems Analyst I: Under general supervision, incumbents entering the class have less work experience in maintaining complex application software. Generally, work is observed and reviewed both during performance and upon completion. At this level, work is moderately complex in nature.
Systems Analyst II: Under direction, incumbents assigned to this class are expected to perform the full range of work assigned to this class and to work with considerable independence and initiative. At this level, work is complex in nature. ESSENTIAL FUNCTIONS

Responsible for analysis and design of application software; assesses user needs, and analyzes and evaluates existing software systems for effectiveness and efficiency. Researches, tests, and evaluates equipment and application products.
Assists in developing purchase specifications.
Constructs, tests, documents, monitors and provides production support for complex application software.
Tests, installs, customizes and maintains new applications and systems. Develops and delivers employee training. Diagnoses and remedies system or programming problems, and develops reasonable alternatives.
Interacts with users, vendors and contractors to select appropriate software and equipment. Manages projects including creating relevant project documentation, assigning tasks, and reporting project progress. Develops internal project management standards and methodologies. May manage enterprise-wide, large team or projects that are more complex.
May design, write and maintain a variety of software for various City departments and functions.
May perform database backup and recovery, daily monitoring of scheduled jobs, database design, development, and support.
Performs other duties as assigned.
Systems Analyst I / II - Public Safety In addition to the previous general Systems Analyst I/II responsibilities:
Installs, constructs, customizes, tests, documents, monitors and provides production support for complex Public Safety applications, such as computer aided dispatch systems and records management systems.
You will be required to complete CJIS and HIPPA training.
Monitors system performance; identifies diagnoses and remedies system problems.
Analyzes designs, constructs, documents, tests, monitors, secures and maintains server and workstation hardware and operating systems for all City Public Safety departments.
May need the ability to travel to various locations within the City in a timely manner as the job requires.
Provides user support in the extracting of data from many differing types of data stores. Includes providing SQL statements to be used in extracting data, creating and/or maintaining reports, maintaining up-to-date diagrams for enterprise level systems and assisting IT development staff in providing front-end solutions for users.
Responds to emergency issues, which may occur during evening and weekend hours, related to Public Safety software applications support as part of a rotating team of 24/7 on-call personnel. QUALIFICATIONS
Education/Experience: Systems Analyst I Bachelor's degree in Computer Science or related field from an accredited college or university; three years' moderate to complex experience in IT project management, system support, development and/or database administration. Equivalent combinations of education and experience may be considered.
Systems Analyst II Bachelor's degree in Computer Science or related field from an accredited college or university;five years' progressively responsible experience in IT project management, system support, development and/or database administration. Equivalent combinations of education and experience may be considered.
Licensing/Certification Requirements: May need the ability to travel to various locations in a timely manner as the job requires.
Knowledge, Skills and Abilities: Systems Analyst I: Knowledge of the policies, procedures and goals of the City of Thornton and the department. Knowledge of the general operations of various City departments. Knowledge of the principles and practices of computer programming and systems analysis, including design, construction, monitoring, maintenance, testing, documentation, training, and production support. Knowledge of computer records storage, data manipulation, and database management. Knowledge of the principles and practices of quality customer service. Knowledge of the principles and best practices of project management. Skill in using various application development tools, configuration management, version control, and testing. Skill in assessing user needs, and analyzing and evaluating existing software systems for effectiveness and efficiency. Skill in diagnosing and fixing system or programming problems, and developing alternatives. Ability to perform IT project management. Ability to prepare flow charts or diagrams and documentation of program or system development. Ability to plan, manage, implement and monitor multiple software application projects. Ability to develop and present effective employee training. Ability to effectively monitor and assess software vendors' products and services. Ability to develop goals, objectives, standards and procedures. Ability to perform work requiring the exercise of significant discretionary and independent judgment.
