Salary Range: $110,000 - $130,000 annually

Westlands Water District is seeking an experienced and forward-thinking Supervisor of Procurement & Fleet Services to lead critical operational functions that support the District's mission of providing a reliable and affordable water supply. This is an exciting management opportunity for a results-driven professional who enjoys overseeing procurement activities, fleet operations, warehouse services, and cross-functional teams. 

About the Role:

As the Supervisor of Procurement & Fleet Services , you will plan, organize, direct, and supervise staff responsible for procurement, central warehouse operations, and automotive shop services. This position plays a vital leadership role in managing multiple operational areas, including purchasing, fleet management, inventory control, contract administration, and equipment services.

The successful candidate will:

• Lead procurement, fleet, and warehouse operations across multiple locations.
• Administer formal bidding and procurement processes in compliance with applicable laws and District policies.
• Oversee fleet acquisition, assignment, maintenance, repair, replacement, and disposal programs.
• Develop and maintain strong vendor relationships while monitoring vendor performance.
• Analyze operational and financial data to improve efficiency and support strategic decision-making.
• Supervise, mentor, train, and evaluate staff.
• Assist in the development and implementation of policies, procedures, and operational best practices. 

Work Location:

This position will report to the District's Fresno Office and the Five Points Shop & Field Office , depending on operational and business needs.

Minimum Qualifications

Education & Experience:

• Completion of two (2) years of college coursework.
• Six (6) years of progressively responsible experience in procurement, fleet management, warehouse operations, or related fields.
• At least three (3) years of supervisory or management experience.
• Demonstrated experience in either public procurement and contract administration or fleet management operations, with working knowledge of both functional areas. 

Substitution:

• A bachelor's degree from an accredited college or university may substitute for up to two (2) years of the required non-supervisory experience. 

Preferred Qualifications:

• Experience working in a public agency or highly regulated environment.
• Experience with fleet maintenance, repair operations, or equipment management.
• Professional certifications such as:
  • Certified Public Procurement Officer (CPPO)
  • Certified Professional Public Buyer (CPPB)
  • Certified Automotive Fleet Manager (CAFM) or similar credentials.

Requirements:

• Valid California Class C Driver's License.
• Driving record acceptable to the District's automobile insurance carrier.
• Ability to regularly operate District vehicles as part of assigned duties.
