Description United American Indian Involvement (UAII) is the only Urban Indian Organization in Los Angeles County, proudly serving as a home for American Indian and Alaska Native communities. Through our healthcare facility and culturally centered programs, we provide essential physical, behavioral, and spiritual health services—helping individuals stay connected to their Tribal heritage and traditions. For over 50 years, UAII has grown to become the largest nonprofit provider of health and human services for American Indians and Alaska Natives in Los Angeles, home to the nation’s largest Urban Indian population. Truth and Transparency – I will communicate honestly and openly, ensuring clarity in our commitments and accountability in our actions Position Summary The Partnerships for Families (PFF) Program Manager oversees the daily operations, service delivery, and program compliance of UAII’s PFF program, ensuring culturally grounded, trauma‑informed, and family‑centered services for American Indian and Alaska Native (“AI/AN”) families with young children. This position includes clinical supervision responsibilities in addition to program operations, staff coordination, and service delivery oversight. The Program Manager ensures fidelity to the PFF model, alignment with county and funder requirements, and integration of Indigenous values into all aspects of service delivery. The Program Manager is a clinically trained professional who will carry a caseload, provide Levels 1–3 case counseling or therapeutic support, and respond to families experiencing crisis.
ESSENTIAL DUTIES & RESPONSIBILITIES
Program Operations & Oversight Manage daily operations of the PFF program, ensuring smooth coordination of home visitation, case management, and family‑support services. Implement and monitor program workflows, service protocols, and documentation standards. Ensure compliance with PFF model fidelity, first 5 LA requirements, DCFS expectations, and UAII policies. Maintain high‑quality, culturally responsive service delivery. Clinical Service Delivery & Caseload Responsibilities Carry an assigned caseload and provide Levels 1–3 case counseling or therapeutic support to families. Conduct crisis intervention, safety planning, and stabilization services for families experiencing acute stress or risk. Deliver culturally grounded, strengths‑based, and trauma‑informed services that support family preservation and child well‑being. Document clinical encounters, assessments, and interventions in accordance with funder and UAII standards.LEVELS 1–3 CASE COUNSELING & THERAPEUTIC SUPPORT
Level 1 – Supportive Case Counseling (Low Intensity) Focuses on early engagement, prevention, and stabilization for families with emerging needs. Building rapport and establishing trust Conducting initial assessments and safety screenings Providing culturally grounded guidance, psychoeducation, and resource navigation Supporting parenting skills, family routines, and communication Identifying early signs of stress, conflict, or risk Coordinating referrals to internal UAII programs or external partners Level 2 – Intermediate Case Counseling & Therapeutic Support (Moderate Intensity) Provides structured, short‑term therapeutic support for families experiencing moderate challenges or instability. Delivering structured interventions (e.g., parenting coaching, conflict‑resolution strategies, emotional‑regulation support) Facilitating safety planning for families experiencing stress, DV risk, or instability Conducting ongoing assessments and progress monitoring Supporting families navigating DCFS involvement, court requirements, or reunification plans Coordinating multidisciplinary care with Tribal programs, schools, and community partners Level 3 – Clinical Counseling & Crisis‑Responsive Therapeutic Support (High Intensity) Provides advanced, clinically informed intervention for families experiencing acute stress, trauma, or high‑risk situations. Conducting crisis intervention, de‑escalation, and immediate safety planning Providing short‑term therapeutic counseling within the scope of licensure (LCSW/LMSW) Supporting families experiencing domestic violence, child‑welfare involvement, or significant mental‑health stressors Coordinating with DCFS, law enforcement, medical providers, and Tribal authorities during high‑risk cases Developing culturally grounded stabilization plans and aftercare strategies Staff Coordination & Support Coordinate schedules, caseload assignments, and workflow for PFF staff. Provide day‑to‑day guidance, support, and problem‑solving for case managers and home visitors. Assist with onboarding, training logistics, and professional development activities. Facilitate team communication, case coordination, and operational updates. Family Support & Service Delivery Ensure families receive timely, culturally grounded, and strengths‑based services. Support staff in implementing home‑visitation models, parenting support, and family‑strengthening strategies. Promote Indigenous values, cultural identity, and community connection as core components of family support. Interagency Coordination & Partnerships Maintain strong working relationships with First 5 LA, DCFS, community partners, and Tribal programs. Participate in multidisciplinary meetings, case conferences, and collaborative initiatives. Represent UAII in PFF‑related networks, workgroups, and community events. Support outreach efforts to increase program visibility and strengthen referral pathways. Data, Reporting & Compliance Oversee data entry, documentation accuracy, and timely submission of required reports. Monitor program outcomes, service metrics, and contract deliverables. Assist with audits, quality‑assurance reviews, and continuous‑improvement activities. Ensure compliance with confidentiality laws, HIPAA, and UAII’s privacy and safety protocols. Program Development & Continuous Improvement Identify emerging community needs and recommend program enhancements. Support the development of culturally grounded curricula, workshops, and family‑support activities. Assist with grant compliance, contract monitoring, and program planning. You may perform all elements of this position or identified components, other duties as assigned or required for the purpose of the position or for organizational efficiency and effective client service. Must be able to reliably travel between our Los Angeles, Cerritos, and Santa Ana offices, with occasional travel to Palmdale to meet with participants, as required. Requirements Minimum Qualifications (Education & Experience) Master’s Degree in Social Work, Psychology, Marriage and Family Counseling or a closely related field. Minimum three (3) years of experience in family‑support services, home visitation, early childhood programs, or child welfare. Minimum of three (3) years providing direct client services or direct supervision of an intern or trainee providing direct services. Preferred Qualifications (Education & Experience) Experience working with American Indian and Alaska Native communities strongly preferred. Experience with PFF, First 5 LA programs, or DCFS‑related services is highly desirable. Knowledge & Skills Understanding of early childhood development, family‑strengthening frameworks, and trauma‑informed care. Knowledge of culturally grounded practices and AI/AN community needs. Strong organizational, communication, and coordination skills. Ability to support staff, manage operations, and maintain program compliance. Proficiency with data systems, documentation requirements, and reporting processes. Conditions of Hire Eligibility to work in the U.S. Fingerprint clearance and post‑offer drug test. Proof of hepatitis B vaccination and TB screening. UAII strongly encourages COVID‑19 and Influenza vaccinations; in the absence of the recommended vaccinations, employees are advised to wear a mask while in clinic areas.
