The Chief Compliance Officer will serve as an agency risk assessment manager to identify systemic deficiencies and areas of non-compliance related to quality, medication administration, and compliance. This position requires stringent monitoring practices of resident medical information and auditing internal agency records and processes to ensure adherence to state and agency regulations and guidelines. The Chief Compliance Officer will effectively monitor all compliance-related processes and supervise members of the Compliance team in their various roles, delegating appropriately to remediate issues. The Chief Compliance Officer supervises the Billing & Occupancy Manager, Medication Coordinator, Health Data Coordinator, and IR & Medical Records Coordinator. The Chief Compliance Officer collaborates with Program Team Members and person-centered team members. The Chief Compliance Officer is supervised by the Chief Executive Officer.
Required Qualifications
- At least 21 years of age
- Bachelor’s Degree in a human services field, medical compliance, quality or equivalent experience
- A minimum of 5 years experience in quality assurance, regulatory compliance, and medication administration.
- A minimum of 3 years supervisory or management experience
- Extensive knowledge of the Medicaid SCL waiver program and regulatory compliance.
- Extensive knowledge of medication administration
- Experience with internal auditing practices
- Comfortable with using computers including Microsoft Outlook, Sharepoint, Excel, and online electronic health record portals
- Proven ability and experience to supervise, train, and motivate staff.
- Must be able to work independently, take initiative and be self-motivated.
- Excellent written and verbal communication skills.

- Previous experience with persons who have intellectual disabilities and an interest in working with people in community-based setting
- Experience with using Oasis
- Experience with Tarrytown Expocare
- Valid driver's license required

Responsibilities
- Upholds the values and mission of Day Spring at all times.
- Provide direct supervision to members of the Compliance Team with commitment to weekly coaching and leadership to drive results.
- Provide oversight to the compliance team to ensure action items are completed in a timely manner.
- Monitor all medication and compliance tracking documents to ensure compliance and accountability of team members.
- Provide consistent monitoring of Tarrytown portal and Oasis to ensure resident medications, protocols, and scripts are in compliance at all times with state regulations at all times.
- Ability to monitor expiration dates for doctor’s orders and other related medical protocols to ensure the continuity of residential care.
- Monitor the submission of all medical paperwork following all doctor’s appointments to identify needs related to medication changes and delegate next steps for implementing changes to compliance team members.
- Conduct monthly med audits in all on-site residential settings and conduct unplanned home audits of the Family Home Provider program, ensuring consistency between eMAR, scripts, and medication labels.
- Audit eMARs for all residential locations monthly, in addition to auditing Family Home Provider eMARS monthly.
- Monitor HRST online portal to ensure all medication information is accurate and complete for all onsite residents and FHP program residents.
- Oversee annual audit preparation and collaborate with Chief Program Officer on audit responses.
- Maintain audit findings spreadsheet and delegate tasks with clear deadlines for correction.
- Consistently investigate operational procedures to identify systemic deficiencies and areas of non-compliance related to quality of care, medication administration, and compliance.
- Monitor HRST portal for correct information and to ensure documentation is entered on time for onsite residential and FHP programs.
- Conduct all APS investigations and critical incident reports and submit findings to MWMA in collaboration with the IR/Medical Records Coordinator by the assigned deadline.
- Evaluate agency processes for improvement opportunities to reduce the frequency of incidents and mitigate other related errors.
- Schedule, coordinate, and conduct quarterly fire drills at all onsite residential locations by their required deadlines.
- Audit Emergency Kits and First Aid Kits for all residential locations on an annual basis.
- Frequently monitor residents’ information and audit internal agency processes to reduce the frequency of incident reporting.
- Schedule and conduct quarterly safety and fire drills at all onsite residential locations.
- Identify issues in a timely manner, notify departmental supervisors, and provide guidance and deadlines for the remediation of all tasks.
- Assist in resolving crisis events across agency departments.
- Utilize crisis prevention strategies to anticipate potential non-compliance problems.
- Consult with team leaders on areas of improvement, providing collaboration towards improving processes and overseeing implementation.
- Works collaboratively with other departments within the organization to accomplish organizational goals.
- Works collaboratively with and interacts professionally with Case Managers and other related service providers.
- Participates in the agency on-call Helpline rotation.
- Facilitates internal communications and trainings for current and new staff as needed.
- Prepares reports and/or surveys as directed.
- Monitors compliance of tasks associated with the Billing & Occupancy Specialist, including intermittent attendance at BIC meetings and the assurance of compliance with Memorandums of Understanding with participating agencies.
- Participates in meetings as assigned by the Chief Executive Officer.
- Demonstrates support of the Chief Executive Officer, demonstrating a united front at all times.
- Provides direct care support if needed.
- Available remotely for support outside of normal business hours.
- Other duties as assigned.
Physical Demands of the Position
- Be healthy and physically fit including the physical requirements of lifting individuals, standing for long periods, crouching, twisting/turning, weight bearing, walking and other physical activities as required.
- Be able to lift up to 50 pounds.
- Exhibit abilities to see, hear and speak to individuals under their care.
- Must possess a valid driver’s license to operate and drive a vehicle.
Work Environment for this Position
Work is normally performed in an office or residence. While performing the responsibilities of the position, these working environment characteristics are representative of the environment the CCO will encounter.
