Introduction The State of Connecticut, Office of the State Comptroller (OSC) is seeking a detail‑oriented and experienced HR professional to manage the agency’s human resources and payroll operations as a Human Resources Generalist 3. Position Highlights Full‑time, 40 hours per week Monday through Friday Location: 165 Capitol Avenue, Hartford, CT 06106 Modern work environment with hybrid (office/telework) options available This Job Is For You If You are currently employed by the State of Connecticut, possess knowledge, experience, and comprehension of human resources management, and are organized and systematic with project‑management skills to lead/manage large projects and day‑to‑day operations. You want to do work that matters and contribute to a better Connecticut with the Office of the State Comptroller. Responsibilities Administer the agency’s criminal background check process Manage the agency’s telework program Manage the PARS and service rating process Manage full‑cycle recruitment activities Develop and recommend new or revised job classifications Counsel employees in the areas of career development and upward mobility Develop training for agency employees on human resources programs, policies, and procedures Prepare reports, salary projections, and fiscal examination activities Develop, coordinate, and implement agency human resources policies and procedures such as FMLA, ADA, EAP referrals, workforce and organizational planning Prepare and submit the agency's affirmative action plan Manage HR COLA/AI responsibilities Provide training and assist staff with evaluating performance Perform other duties as required Examples of Duties Supervise and provide guidance over the work of lower level business partners Partner with agency leadership to ensure alignment of HR support with organizational goals and strategies Advise agency leadership on HR policies, procedures, organizational structure, job classifications, and talent needs Partner with DAS service delivery teams and specialized units to leverage solutions for HR needs Communicate with managers, bargaining unit representatives, and other parties to ensure cooperative relationships Approve classification and position‑management transactions and ensure proper organizational structure Assist in ensuring compliance with applicable state and federal laws, regulations, policies, and procedures Advise employees on matters related to employment, career development, transfer, separation, recruitment, examinations, compensation, employee benefits, and retirement benefits Perform job audits or other fact‑finding techniques related to job classification studies Ensure the proper application of the recruitment process, including clearing mandatory lists, interviewing, selection, and onboarding Oversee or prepare and maintain relevant documentation and records Analyze data and plan for emerging HR needs Serve as a project team leader on complex HR projects, including research, development, and implementation of new systems and training initiatives Lead or participate in the recruitment and hiring of staff, including outreach, interview, and selection Ensure records, files, and folders are maintained, updated, and digitized where applicable May be accountable for managing human capital and implementing professional development plans May handle reclassification grievances independently May administer the agency employee assistance program and recommend counseling May assist, coordinate, implement, oversee, and/or provide agency‑wide training or staff development programs May support related agency strategic needs Perform related duties as required Qualifications Eight years of professional experience in human resources management or equal employment opportunity/affirmative action or labor relations management At least one year of that experience at the full working level in HR management, EE/EA, or labor relations (equivalent to Human Resources Generalist 2 or similar) Preferred Qualifications Supervisory experience State employee recruitment experience Experience with labor relations in a union environment Experience defending a state agency before the Office of Labor Relations and DAS Experience developing a State of Connecticut affirmative action plan Experience with Oracle/Peoplesoft HRMS modules Experience with JobAps Experience with FMLA, ADA, and Workers Compensation Exceptional organization and ability to thrive in a high‑volume, fast‑paced environment Strong presentation skills and an ability to build positive connections with others Experience reviewing processes and offering recommendations that enhance efficiency and overall workflow Special Requirements Incumbents may be required to possess and retain a valid Motor Vehicle Operator’s License Incumbents may be required to travel Equal Opportunity Employer The State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages the applications of women, minorities, and persons with disabilities. #J-18808-Ljbffr
