The Office of Public Engagement, Equity, and Tribal Affairs (OPEETA) ensures Water Boards decision-making processes involve the public and uplifts the voices of environmental justice communities and California Native American tribes. OPEETA achieves this by designing and implementing effective stakeholder involvement processes, providing resources for language access, assisting in public outreach, facilitating meetings, offering capacity-building opportunities, and coordinating government-to-government consultations.

OPEETA has an opening for an Analyst II. The position is located at 1685 E St., Fresno, CA 93706.

Duties include, but are not limited to:
  • Develop and implement outreach and engagement strategies to achieve safe drinking water solutions.
  • Facilitate public meetings, discussions, and brainstorming sessions.
  • Coordinate logistics relating to meeting/workshop/event planning, implementation, and follow-up.
  • Develop plain-language public communications and outreach materials.
  • Develop relationships with local community leaders and groups.
  • Assist in developing templates, guidance, and training related to equitable engagement approaches.
  • Respond to public inquiries in a professional and timely manner.
  • Work collaboratively with team members on innovative programs and complex projects to address California's drinking water needs, address racial and environmental justice, support community capacity building, and strengthen partnerships with California Native American tribes.
  • Plan, organize, and execute successful events or projects.
  • Prioritize tasks and manage time effectively, ensuring all deadlines are met.
  • Identify and solve problems in a timely and effective manner.

Working Conditions


Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position .

In accordance with the Statewide Telework Policy and GC 14200, the successful candidate must reside in California upon appointment. Proof of residency may be required.

Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. E mployees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee's monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Statement of Qualifications (SOQ)

  • Describe an example of a time when you had to navigate a sensitive or controversial issue in a public engagement setting. How did you handle this situation and what was the outcome?
  • Provide an example of a time you led a project involving a multi-disciplinary and/or multi-jurisdictional team. What was your role, what actions did you take, and what was the result?
  • Describe a time when you built relationships with community members and stakeholders to effectively gather input on an issue. How did you build trusted relationships and ensure that community members and stakeholders shared their input? What was the outcome and how was community input reflected in the resolution?
