Outreach Specialist, Bureau of Early Intervention

Job DescriptionOpen to candidates who are permanent in the tile of Public Health Educator or eligible for consideration under 55-a.Early Intervention is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It reduces the likelihood of delays among at-risk children, assists and empowers families to meet their child's and their own needs, and entitles children, regardless of race, ethnicity or income to services through the program. A key tool for identifying children in need of EI Services is developmental screening conducted by professionals of all disciplines, caretakers and parents, using a validated instrument such as the Ages and Stages Questionnaire (ASQ). DUTIES WILL INCLUDE BUT NOT BE LIMITED TO: Conduct trainings, virtual or in-person to parents, medical-, community-based, faith-based, and city-agency partners about the EI Program. Create trainings, resources, and materials as directed using PowerPoint, Adobe Photoshop, Microsoft Office programs, Articulate and other programs to adapt to the needs of outreach partners and the NYC EI Program. Be responsible for timely completion of forms, preparation of outreach materials, and data collection and generating monthly reports. Be able to perform outreach in the evening or on weekends across the five boroughs as needed. Demonstrate an accurate understanding of the EI Program. Be able to work and collaborate as a team member with other Outreach and BEI staff. PREFERRED SKILLS: Master's Degree in Health Education with a minimum of three years doing health promotion and community outreach.Experience interacting with, presenting to, and educating medical and health care professionals.Strong experience with community engagement.Experience with creating educational and outreach materials for a range of audiences.Excellent communication and writing skills, project coordination and management skills, and attention to detail.Strong proficiency in Microsoft Office programs: Word, Excel, and PowerPoint. Experience with data collection platforms.Knowledge of the NYC EI Program and early childhood development is a plus. Bilingual (Spanish) is a plus. A baccalaureate degree from an accredited college or university and two years of full-time satisfactory experience in: (a) developing public health education programs, including identifying target populations, conducting needs assessments, designing educational materials, planning educational presentations or workshops, and evaluating health education programs; (b) presenting public health education programs; and/or (c) counseling in areas such as communicable diseases, substance abuse, assault, sexual abuse, and/or family planning; or 2. A master’s degree from an accredited college or university in one of the following areas: public health education, education, public/community health administration, public administration or business administration and one year of full-time satisfactory experience as described in "1" above. For Assignment Level II In addition to meeting the "Qualification Requirements" above, to be assigned to Assignment Level II, candidates must have two additional years of full-time satisfactory experience, for a total of four years of experience for candidates with a baccalaureate degree, and two years for candidates with a master's degree.
