The Department of Energy and Environmental Protection (DEEP), Emergency Response and Spill Prevention Division has an exciting opportunity for an Environmental Analyst 1 in the Corrective Action Unit. Position Highlights: As an Environmental Analyst 1 with Corrective Action Unit (CAU), you will receive on-the-job training in the Release Based Cleanup Regulations, investigation and remediation of releases to the environment. Duties include tracking the remediation of Emergent Reportable Releases, reviewing investigation plans and reports, reviewing cleanup plans and reports, evaluating for cleanup compliance, and providing technical support to other DEEP Programs. The Corrective Action Unit plays a key role in Emergency Response and Spill Prevention Division by tracking, guiding, and ensuring the cleanup progression of many types of releases to the environment and assuring compliance with state regulations. This is a hybrid full-time position located at the DEEP Headquarters in Hartford, Connecticut. The schedule is 35 hours per week, Monday through Friday. Typical hours will be 7:30 A.M. to 3:30 P.M. or 8:00 A.M. to 4:00 P.M. with a possible flex schedule upon completion of the working test period. The Successful Candidate Will: Track Emergent Reportable Releases in DEEP’s Release, Environmental Assessment, and Cleanup Tracker (REACT); Review and/or oversee the investigation and remediation of Emergent Reportable Releases including releases of PCBs, oil and petroleum, Per- and polyfluoroalkyl substances (PFAS), and releases from residential UST systems; Evaluate work conducted to remediate releases to ensure compliance with applicable environmental statutes, regulations, and written guidance; Review and evaluate compliance reports and other documents submitted in response to enforcement actions, including documentation related to supplemental environmental projects and in response to remedial cleanup requirements; Provide technical assistance to the public and the regulated community; Provide technical consultation to municipal, regional, state, and federal officials and the public; Perform database maintenance and disseminating and managing information; Assist in drafting new regulations, statutes, guidelines, and other written materials; Other tasks as necessary to meet the statutory responsibilities of the Department involving inspection, permitting and enforcement.
JOB DUTIES:
The CAU assists in fulfilling the DEEP’s critical mission of restoration, protection, and conservation of Connecticut’s water and land resources and protection of public health and safety. The CAU tracks the cleanup progress of Emergent Reportable Releases, reviews and approves remedial strategies completed pursuant to formal and informal enforcement actions and spill responses, reviews investigation and cleanup plans, reviews fields investigations and tracks state cleanup compliance, and tracks federal polychlorinated biphenyl (PCB) and leaking Underground Storage Tank (UST) grant requirements.ABOUT US:
Nearly every day, despite preventative measures, there are incidents that threaten the environment. The State of Connecticut, Department of Energy and Environmental Protection (DEEP), Bureau of Materials Management and Compliance Assurance’s Emergency Response and Spill Prevention Division is prepared to limit the risks and handle incidents ranging from a spill of a few gallons to a tanker full of petroleum liquids, from abandoned or leaking underground storage tank or unknown drums of chemicals to anthrax or a chemical fire. Releases, even small ones, can endanger public health or the environment by making the water or air unsafe. Releases of hazardous materials can contaminate surface water, groundwater or soil, impact plants, fish and wildlife and their habitats, or create unsafe exposure to the general public or emergency responders. The Emergency Response and Spill Prevention Division responses 24 hours per day to emergencies that result from accidental and deliberate discharges and uncontrolled releases of oil, petroleum, hazardous wastes and chemicals to the air, land and waterways from roadway incidents, industrial processes, oil and chemical spills, failed tanks/pipes and abandoned drums as well as biological and chemical weapons. The Division is also responsible for: Coordinating state and local emergency planning and preparedness activities and public disclosure information as required by federal and state law; Regulating, inspecting and taking necessary enforcement actions to ensure the safety of underground storage tanks; Investigating potential risks to surface water, groundwater or soil; Permitting marine terminals; Overseeing the completion of spill cleanups and conducting enforcement related to these activities.
