Program Manager, AIDS Education and Training Center (Research Administration)

We are seeking a Program Manager, AIDS Education and Training Center (PM) who will lead, direct, and execute various initiatives from concept to implementation with a high level of independence. The Program Manager will oversee a portfolio of key projects, ensuring that all assigned projects successfully meet institutional goals, deliver impactful results, and drive excellence. Additionally, the PM supports and mentors other project managers and staff, ensuring best practices in project management are followed.This position is responsible for ensuring the successful completion of a portfolio of projects within the approved schedule, scope, and budget, and escalating major risks and issues to division/department leaders as appropriate. In partnership with other project stakeholders, the PM leads the design and implementation of individual projects.The Program Manager leads the educational programming of the Johns Hopkins AIDS Education and Training Center (AETC), a regional partner site of the University of Pittsburgh AETC serving the MidAtlantic region under the Health Resources and Services Administration (HRSA) AETC Program. Reporting to the CIDNI Center Manager, the Program Manager develops, coordinates, and delivers high-level clinical education that trains healthcare workers at all levels—physicians, nurses, advanced practice providers, pharmacists, social workers, and allied health staff—in the prevention, diagnosis, and management of HIV, AIDS, and associated opportunistic infections. The Program Manager brings a high level of clinical knowledge of HIV/AIDS, designs and delivers both in-person and online educational sessions, coordinates a network of faculty and subject-matter-expert trainers, and ensures all activities meet HRSA grant requirements, deliverables, and reporting timelines. This position succeeds a long-tenured program leader and is central to sustaining the Center’s reputation for excellence in HIV workforce development.Specific Duties & ResponsibilitiesOversee and direct the scope of projects, including goals, timelines, budgets, and objectives.Oversee and execute project plans, budgets, timelines, and risk mitigation strategies, and monitor and report on progress and outcomes.Complete activities/deliverables required to complete the projects, including analysis, benchmarking, data collection, and deliverable development.Identify and resolve conflicts, challenges, or barriers that may arise during the project lifecycle and escalate them as appropriate.Serve in various project roles as necessary to fill gaps and ensure projects proceed as needed. May oversee project teams and resources, including project managers and staff from other departments.Oversee key project deliverables, including project plans, budgets, timelines, status reports, presentation materials, reports, and risk mitigation strategies.Participate in the risk, issue, and change resolution process, and work with other leaders to take corrective action as needed.Serve as a key decision-maker for the projects.Interface with key leaders to help define project priorities and communicate project risks, issues, and opportunities.Monitor KPIs for special projects, reporting progress and status to senior leaders.Oversee and collaborate with project teams and resources, including project managers and staff from other departments.Draft project deliverables, including written reports, presentations, spreadsheets, and data visualizations.Collaborate with project managers and staff outside of the assigned area to implement the project management methodology and best practices to positively impact the institution and support the strategic initiatives.Assist with coaching and mentoring other project management practitioners and share knowledge of best practices.Other duties as assigned.In addition to the duties described aboveEducational Content Development & DeliveryDevelop, coordinate, and deliver high-level educational content on HIV, AIDS, and associated opportunistic infections for healthcare workers at all levels and across disciplines.Design curricula, training modules, case-based learning, and clinical resources grounded in current HIV treatment guidelines (e.g., DHHS, IAS-USA) and emerging evidence.Conduct educational sessions in both in-person and online/virtual formats, including didactic presentations, interactive workshops, webinars, and clinical consultation/case conferences.Apply adult-learning principles and instructional-design best practices to ensure content is clinically rigorous, practice-changing, and accessible to learners at varying experience levels.Maintain personal clinical currency in HIV/AIDS care, prevention (PrEP/PEP), and the recognition and management of opportunistic infections and co-occurring conditions.Program Coordination & Trainer NetworkCoordinate a network of faculty, clinical preceptors, and subject-matter-expert trainers; recruit, schedule, orient, and support trainers without direct supervisory authority.Plan and manage the logistics of training events: scheduling, venue or platform setup, registration, materials, continuing-education accreditation coordination, and evaluation.Conduct training-needs assessments across the MidAtlantic region to target programming to workforce gaps and priority populations.Build and maintain relationships with clinical sites, health departments, community-based organizations, and Ryan White HIV/AIDS Program partners across the region.Track learner participation, satisfaction, knowledge change, and practice outcomes; use evaluation data for continuous quality improvement.HRSA AETC Grant Administration & ComplianceUnderstand—or rapidly develop a working understanding of—HRSA AETC Program grant requirements, including the National HIV Curriculum, performance measures, and required data elements.Coordinate with the University of Pittsburgh AETC (lead regional site) to align local programming with regional priorities, deliverables, and reporting.Prepare and submit accurate, on-time grant deliverables and progress reports, including training activity data entered into HRSA-required data systems.Monitor program activity against the funded scope of work and budget; flag variances and support corrective action with the Center Manager.Maintain documentation sufficient to satisfy HRSA, university, and sponsor audit and reporting standards.Operations, Budget & CommunicationsManage program logistics, timelines, and competing priorities with exceptional coordination and time-management skills.Support budget tracking, procurement, and expense reconciliation for training activities in coordination with the Center Manager and CIDNI administrative staff.Develop promotional and educational materials (announcements, brochures, web content) to drive enrollment and disseminate program impact.Represent the AETC to internal and external stakeholders and at regional and national AETC meetings.Must be able to drive and use own car for travel, mileage will be reimbursed. On call or non-standard work hour requirementsTraining and educational sessions may be scheduled during early morning, evening, or occasional weekend hours to accommodate the schedules of practicing healthcare workers.Regional travel within the MidAtlantic area is required to deliver in-person training and to attend partner-site and grant meetings.Minimum QualificationsBachelor’s Degree.Five years of related experience.Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.Preferred QualificationsBachelor’s Degree in Nursing, Public Health, Health Education, a health-related field, or a related discipline.Project Management Professional Certification.Current, unencumbered RN or other clinical professional license.HIV specialist credential (e.g., AAHIVS/AAHIVE, ANAC ACRN/AACRN) or equivalent demonstrated HIV expertise.Experience with HRSA-funded programs, Ryan White HIV/AIDS Program, or AETC programming.Experience designing and delivering virtual/online education using webinar and learning-management platforms.Experience coordinating continuing-education (CME/CNE/CE) accreditation.Demonstrated experience in grant deliverable tracking and sponsor reporting.Demonstrated experience working with the participant population and communities affected by HIV.Five years of progressively responsible related experience that includes both HIV/AIDS clinical content and the development and delivery of professional or clinical education.Demonstrated high-level clinical knowledge of HIV, AIDS, and associated opportunistic infections.Technical Qualifications & Specialized CertificationsDemonstrated ability to use Microsoft Office Suite software applications, along with a general understanding of HRIS applications to retrieve data for reporting and analysis.Knowledge of SmartSheet or comparable project planning software.Technical Skills & Expected Level of ProficiencyProject Planning - DevelopingFinancial Forecasting - DevelopingCritical Thinking - DevelopingProject Management Life Cycle - DevelopingProject Documentation - DevelopingThe core technical skills listed are most essential; additional technical skills may be required based on specific division or department needs.Classified Title: Project Manager Job Posting Title (Working Title): Program Manager, AIDS Education and Training Center (Research Administration) Role/Level/Range: ATP/04/PE Starting Salary Range: $75,135 - $131,510 Annually ($95,000 targeted; Commensurate w/exp.)
