About this Role

Under the general direction of the Workforce Planning and Succession Management Section Chief (Manager I), the Analyst III leads the Statewide Workforce Planning Program in the Workforce Development Division.

Working Conditions

This position may be eligible for a telework opportunity in accordance with departmental policies and operational needs. Employees are currently required to work in-person at least two (2) days per week. Beginning July 1, 2026, employees will be required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs.
Personal Leave Program: Effective July 1, 2025, state employees are subject to temporary salary reductions ranging from 3% to 4.62% in exchange for Personal Leave Program (PLP) hours. Please note that the salary ranges listed in this Job Control may not reflect these reductions associated with the 2025 Personal Leave Program. Merit Salary Adjustment (MSA): Approximately every twelve (12) months depending on the position and based on performance, employees may receive a 5% salary increase until they reach the maximum salary of the position.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of laws, rules, policies, and practices related to human resources and labor relations in state government
• Knowledge of and/or experience with additional workforce development functions (succession management, organizational development, learning and development, etc.)
• Strong verbal communication skills and experience providing subject matter expertise, technical guidance and delivering presentations to a variety of audiences
• Strong written communication skills and experience collecting, compiling and analyzing data, editing and writing web content and complex reports, and developing training and marketing collateral
• Ability to coordinate and collaborate with internal and external partners, and to be diplomatic and service-oriented when interacting with peers, colleagues, managers, staff, and customers
• Ability to manage time effectively, establish workload priorities, meet deadlines, remain flexible, and adapt to rapid changes without compromising accuracy or quality of assignments
