Job Summary

The Director, Enterprise Safety Services leads safety strategy and governance for Center Phase Energy across all operating companies. This role owns the enterprise Safety Management System — standards, policies, compliance strategy, training curriculum, audit programs, incident investigation methodology, and performance analytics — ensuring one consistent, regulation-aligned approach to safety enterprise-wide. The Director partners closely with operating company leadership and Safety Professionals to translate enterprise standards into effective, locally executed safety programs, while serving as the organization's primary voice on regulatory compliance, workers' compensation governance, and safety performance reporting to executive leadership.

Key Responsibilities

Safety Management System & Governance

• Own and continuously evolve the enterprise Safety Management System (SMS) applied consistently across all CPE operating companies.
• Develop, publish, and maintain enterprise safety policies, standards, and procedures aligned with OSHA, DOT, and other applicable federal and state regulations.
• Serve as the enterprise authority on safety governance, ensuring one consistent set of standards regardless of operating company or acquisition.
• Manage enterprise-wide safety compliance platforms and clearinghouses (e.g., ISNetworld, Avetta) on behalf of all operating companies.

Regulatory Compliance & Workers' Compensation Governance

• Set enterprise strategy for OSHA compliance and serve as the primary point of contact for regulatory matters, audits, and inspections at the enterprise level.
• Establish workers' compensation governance standards, partnering with operating company leadership and risk/insurance partners on claims strategy and outcomes.
• Ensure rubber glove/sleeve testing programs and other regulatory compliance databases meet enterprise standards and are executed on schedule across operating companies.

Incident Investigation Standards & Root Cause Analysis

• Develop and maintain enterprise incident investigation standards and root cause analysis methodology used consistently across all operating companies.
• Provide oversight, review, and quality assurance of significant incident investigations conducted by operating company Safety Professionals, ensuring corrective actions are identified and tracked to closure.
• Identify cross-company trends in incidents and near-misses to drive enterprise-level preventative strategy.

Training Curriculum & Apprenticeship Governance

• Design and own the enterprise safety training curriculum, including new-employee safety orientation standards, ensuring consistent delivery across all operating companies.
• Set enterprise standards for the apprenticeship program, including coordination with the U.S. Department of Labor and approved training programs to fulfill OJT and testing requirements.
• Partner with Operational Leadership at each operating company to identify training needs and ensure enterprise curriculum addresses them.

Audit Programs, Enterprise Reporting & Analytics

• Establish and lead the enterprise safety audit program, including field, fleet, and office safety audits across all operating companies.
• Own enterprise safety KPIs — including EMR, TRIR, and DART — and build standardized dashboards and reporting for executive leadership.
• Prepare and present periodic safety performance reports to the CEO, COO, and executive leadership, highlighting achievements, emerging risks, and strategic recommendations.

Safety Technology & Continuous Improvement

• Evaluate, select, and govern enterprise safety technology platforms, ensuring adoption and consistent use across operating companies.
• Drive continuous improvement of the SMS based on audit results, incident trends, and industry best practices.
• Position Center Phase Energy as a thought leader in utility-sector safety through industry engagement, publications, and speaking opportunities.

Cross-Company Collaboration & Governance

• Establish and chair the Enterprise Safety Council, convening operating company Safety Professionals and leadership on a monthly cadence to review KPIs, share lessons learned, and drive standardization.
• Provide professional guidance, technical best practices, and enterprise standards to operating company Safety Professionals, who continue to report operationally through their respective operating company leadership.
• Develop and manage the enterprise safety budget in partnership with operating company finance leadership.

Industry Relationships

• Represent Center Phase Energy in industry safety organizations and associations, including the Southwestern Electric Safety Executives (SWESE) and other relevant industry safety boards, councils, or committees.
• Build and maintain relationships with peer safety leaders across the utility and construction industries to benchmark performance and bring emerging best practices back into the enterprise SMS.
• Represent CPE at industry conferences, forums, and working groups, positioning the enterprise safety function as an active, credible voice in the broader safety community.

Requirements:

Minimum Qualifications

• High school diploma or GED with 15 years of progressive leadership in safety, preferably across multiple operating entities within the energy or utility sector; or
• Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline with 7 years of progressive leadership in safety, preferably within the energy or utility sector.
• Demonstrated experience building or governing safety programs across multiple business units, subsidiaries, or locations — enterprise or multi-site governance experience strongly preferred over single-site management experience.
• Deep understanding of OSHA standards, incident investigation methodologies, and safety culture development.
• Strong executive communication, collaboration, and analytical skills, with demonstrated ability to influence operating company leadership without direct authority over field personnel.
• Willingness to travel across CPE operating company locations, including storm restoration support as needed.

Preferred Qualifications

• Prior experience leading a safety function through a holding-company or multi-entity governance model.
• Experience with safety technology platforms, EMR/TRIR/DART analytics, and enterprise
• Professional safety certifications (e.g., CSP, CIH, OSHA) preferred.
