Job Description
Under direction of the Assistant General Manager for Water, the Water Resources Division Manager will be responsible for directing the development and implementation of water conservation, recycled water, purified water, and groundwater programs (collectively “alternative water supply”) to help meet future water supply needs for the SFPUC’s retail and wholesale customers. The Manager will be responsible for managing teams to 1) direct the development and implementation of alternative water supply programs and multiple water conservation and water supply projects; 2) direct long-term studies regarding alternative water supply and conservation/demand management; and 3) coordinate needs to help inform decision-makers and the public about program implementation. Communicating program development, particularly on new water supply projects and water supply demands, will be an important function of this position.
Essential Duties
** Planning **
- Identify clear objectives and program goals for the Water Resources Division
- Direct long-term alternative water supply planning and water supply demand studies
- Coordinate with internal and external stakeholders to align planning needs and project needs for implementation
- Work closely with other utilities, regulators and professionals on development of new water conservation and alternative water supply projects
** Supervisory and Program Management **
- Plan, monitor, evaluate, and supervise the operation of the Water Resources Division; advise and consult with section managers; meet with appropriate staff to identify and resolve problems or conflicts; make or recommend final decisions regarding policy, operations, and administrative procedures.
- Have knowledge of Federal, State, and local rules and regulations pertaining to Water Resources
- Have knowledge of principles and practices of management, administration, budgeting, training and personnel management
- Lead a Division of 25+ diverse professionals to achieve Water Resources Division and SFPUC program objectives
- Manage the development of capital budgets and projections related to program objectives
- Supervise the tracking and reporting on Water Resources Division projects, individually and collectively
- Direct the allocation of resources to achieve timely outcomes, within budget and adjust plans to meet emerging or changing program needs while continuing to address established priorities
** Effective Communications **
- Serve as the agency representative in local, regional, and statewide efforts relating to Water Resources Division and SFPUC program priorities
- Coordinate thoughtful outreach plans to engage with a diverse array of internal and external stakeholders
- Deliver presentations to diverse audiences, representing Water Resources Division program and SFPUC-wide interests
- Negotiate complex multi-party agreements
Requirements
- Demonstrated experience in executing all phases of capital project planning and development, from concept to implementation
- Ability to identify and resolve problems or conflicts; make or recommend decisions regarding project planning and strategic priorities
- Decision-making skills to adapt to changing needs during project planning in a dynamic environment
- Experience with long-range water supply planning
- Ability to manage large capital budgets on a project and program level
- Strong communications skills; experience in collating and synthesizing complex project information for diverse audiences
- Strong interpersonal and relationship-building skills, demonstrated through experience working with multiple stakeholders in a utility setting
- Knowledge of and involvement with regulatory developments and trends at the state and federal level (internationally, a plus), new technologies and current trends in water resources management disciplines
- Experience representing a utility or similar organization at public meetings, industry conferences, and other venues
- Experience leading public outreach and engagement efforts
Qualifications:
Qualifications
Minimum Qualifications: Minimum qualifications reflect the lowest level of acceptable education and/or experience required of an individual such that the individual reasonably could be expected to satisfactorily perform the duties of the position. Candidates must meet all the requirements established by the MQs to be considered for the position.
- Possession of a baccalaureate degree or higher from an accredited college or university; AND
- At least eight (8) years of professional experience in water supply planning and/or strategic planning; and project management; of which three (3) years must include experience supervising/leading teams of professionals.
Education Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.
Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

- Excellent interpersonal communication, presentation and writing skills; and
- Experience managing cross-functional teams to implement projects and/or programs.

CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provisions of the Civil Service Rule 110.9.1/111A.11.2.

Additional Information
Compensation and Benefits: The normal annual salary range is between $169,858 and $216,710. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Behavioral Consistency Questionnaire (BCQ) Evaluation (Weight:100%): Applicants who meet the minimum qualifications will be sent a Behavioral Consistency Questionnaire (BCQ) Examination via electronic mail after the closing of this filing period. The BCQ Exam is designed to measure the knowledge, skills and/or abilities in job-related areas required for the position. Applicants will be given a deadline to return the BCQ Exam. Those who do not respond by the established deadline will not be eligible to continue in the examination process and will not be added to eligibility list resulting from this process. All applicants’ responses to the BCQ Exam are subject to verification. The BCQ Exam component may include but not be limited to:
- Decision-making skills to adapt to changing needs during project planning in a dynamic environment.
- Strong communications skills; experience in collating and synthesizing complex project information for diverse audiences.

A passing score must be achieved on the BCQ Exam in order to continue in the selection process and be placed on the eligible list. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
The department may administer additional position-specific selection procedures to make final hiring decisions.
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of six (6) months , and may be extended with the approval of the Human Resources Director.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
